What are the responsibilities and job description for the Emergency Management Specialist position at Tomball ISD?
Primary Purpose:
The Emergency Management Specialist is responsible for assisting with the development, implementation, and continuous improvement of comprehensive emergency management protocols for Tomball ISD. This role ensures district-wide preparedness, coordination of response, and effective recovery from emergencies and disasters. In collaboration with campuses, departments, facilities, and local emergency response agencies, the Specialist assists with safeguarding the safety, security, and well-being of all students, staff, and visitors across the district.
Qualifications:
Bachelor’s degree preferred
Experience in Education preferred
Possess a strong working knowledge of accounting procedures sufficient to accurately perform financial duties and ensure compliance.
Knowledge of records management best practices, including creation and oversight of records retention systems in accordance with district, state, and federal requirements.
Special Knowledge and Skills:
Excellent organizational, communication, and interpersonal skills.
Working knowledge of Texas School Safety Center requirements, TEA safety mandates, and federal emergency guidelines
Ability to remain calm under pressure and lead during crises
Ability to work in an environment that is highly regulated by local, state, and federal laws
Major Responsibilities and Duties:
Emergency Operations
- Assist with editing and maintaining documentation of the District Emergency Operations Plan (EOP) and ensure alignment with state (TxSSC, TEA) and federal emergency management standards.
- Provide support to campuses in the annual updating of campus-specific Emergency Operation Plans (EOPs), ensuring consistency with the district-wide plan.
- Assist with the coordination and maintenance of strong partnerships with local law enforcement, fire departments, EMS, emergency management agencies, and other first responders to ensure integration of local response protocols into district and campus EOPs.
- Oversee campus-level documentation of emergency drills and ensure compliance with state-mandated drill requirements.
- Review campus After-Action Reviews following drills, checking for any needed assistance or challenges needing District support.
- Assist with monitoring campus crisis plans to ensure that all emergency plans and procedures are inclusive and address the needs of all students and staff, including those with disabilities or access and functional needs.
- Maintain documentation of emergency planning efforts, training records, drill compliance, and interagency coordination.
- Assist in ensuring that emergency plans are readily accessible and communicated effectively to stakeholders, including faculty, staff, substitute personnel, and first responders.
Facility Management
- Work as a team with the Facilities and Maintenance departments to ensure all buildings comply with Texas School Safety Center (TxSSC) safety standards and TEA mandates.
- Support the integration of safety and emergency preparedness features into the design, renovation, and maintenance of district facilities.
- Monitor and manage compliance with door and access control requirements, surveillance systems, and other physical security measures mandated by state law.
- Maintain documentation of required reports and corrective action plans related to facility-based safety audits and inspections.
Budget Management
- Ensure documentation of compliance with grant requirements, timelines, and reporting standards set by agencies such as TEA, FEMA, and the Texas Office of Homeland Security is maintained.
- Assist with the development and monitoring of budgets for safety-related projects funded by grants, ensuring effective and compliant use of funds.
- Maintain accurate records and documentation for auditing purposes and prepare required performance and financial reports.
Policy and Procedure Development
- Assist with the development and implementation of district-wide emergency management policies and procedures in compliance with state and federal regulations.
- Assist with the standardization of campus-level emergency procedures to ensure alignment with the District Emergency Operations Plan.
- Support communication with staff on emergency policies to ensure consistent district-wide implementation.
Data Analysis and Reporting
- Collect and organize safety and emergency management data to ensure compliance with Texas Education Agency (TEA) and Texas School Safety Center (TxSSC) requirements.
- Support the management and submission of mandated safety and security audit data through the Texas School Safety Center Sentinel online platform.
- Monitor campus-level drill compliance, threat assessments, and emergency incidents, compiling district-wide reports for state submission.
- Track corrective actions from safety audits and ensure progress is documented and reported accurately.
- Stay current with updates to state reporting requirements and ensure timely, accurate submissions through Sentinel and other platforms.

Working Conditions:
Maintain emotional control under stress. Work with frequent interruptions. Occasional districtwide travel; occasional prolonged
and irregular hours.
