The State of New Hampshire, Department of Health & Human Services, Division for Children, Youth & Families. Sununu Youth Services Center has a full-time vacancy for SYSC Supervisor IV

Summary:

Provides supervision to the Youth Counselor positions and oversees residential services and activities for youth in residence at the Sununu Youth Services Center through RSA 169-B. The residential facility provides rehabilitative treatment services to children throughout a structurally secure facility comprised of residential staff and facility support staff. Unit management includes residential facility management, program supervision and residential operations supervision in order to address youth treatment needs and issues and ensure the state’s duty to protect, care for, and rehabilitate children under state and federal mandates of the Bureau for Juvenile Justice Services. Upholds the vision and mission of the agency through utilizing the Practice Model theories, beliefs and principles in daily practice.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.


MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 3 years of experience OR equivalent combination of 7 years of education and experience after completion of high school. Education and experience must be in human services, psychology, education, criminal or juvenile justice, counseling or a related field, plus three years of supervisory experience in any occupational area.

License/Certification:

Valid driver’s license and/or access to transportation for statewide travel.

Thorough knowledge of the principles and practices of public administration. Thorough knowledge of the principles and practices of supervision. Knowledge of federal and state accounting and administrative procedures. Extensive knowledge of the rules and regulations governing specific program(s) supervised. Ability to plan and coordinate the development of plans, policies and procedures. Ability to interpret and explain pertinent provisions of laws, rules and regulations. Ability to ascertain facts and obtain information by personal contact and observation in monitoring programs. Ability to express ideas clearly and concisely both orally and in writing. Ability to establish and maintain effective working relationships with governmental officials, subordinate employees, and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities:

Directly supervises, trains and evaluates the work performance of subordinate staff as assigned by the Supervisor of Residential Services. Conducts performance evaluations to include incorporation of individual career goals and annual training plans to promote professional development, as well as recommends personnel actions for subordinate employees, including step increases, promotions, and disciplinary action. Ensures that staff complete all required annual trainings and any additional trainings as assigned.

Acts with authority of the Facility Administrator, with primary responsibility for management of residential programming/facility oversight and maintaining safety of the facility. Ensures all admissions, discharges, visits, appointments, and meetings with professionals at the facility are facilitated in accordance with policy and practice. Assures facility communications logs are accurate and up-to-date. Elevates any issues to Administrators as needed.

Understands the relationship between trauma and behavior and serves as a role model to subordinate staff to assure interactions and interventions with youth are supported by the youth’s treatment plan.

Maintains knowledge of youth treatment plan goals and implements and oversees strategies for behavior management which are consistent with treatment recommendations.

Maintains Controlled Force certification, supervises physical interventions to assure safety of residents and staff and compliance with policy for Restrictive Intervention. Reports all incidents to on-call administrator.

Performs constant surveillance during resident transitions, while on units, during activities, meals, and school hours to ensure a safe and secure environment free from assaults, escapes, attempted suicides and other potentially dangerous or fatal situations.

Communicates Division policies and procedures using a variety of formats (i.e., shift roll call, telephone conversations, emails etc.) with staff, direct care providers and external stakeholders, and works collaboratively with those and other agencies to foster mutual respect and positive relationships.

Attends meetings to receive/disseminate information and to participate in program development and ensures compliance to Division policies and procedures. Collaborates effectively with administrators, clinical, medical, education, maintenance and facilities.

Monitors staff schedules and approves leave based on appropriate staffing levels. Performs duties associated with human resources conducted at the agency level, which may include recruitment, interviewing, hiring, disciplinary actions, and injury reporting.

Acts as part of quality assurance with Courtstream incident tracking, to include camera review and accuracy of all documentation of incidents (and 126-U reports).
