This position is part-time, no more than 29.5 hours a week.


The State of New Hampshire, Department of Education, Division of Educator Support and Higher Education & Office of Misconduct has a part-time vacancy for an Investigator.

Summary:

Represents the Department of Education in all matters which relate to educator misconduct, as defined in the Code of Conduct for New Hampshire Educators, and any subsequent investigation, which may be required, in any primary and secondary schools statewide. This position will coordinate with and report to the other Administrative Investigator and the Attorney on all investigative matters.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience after completion of high school. Education and experience must be in criminal justice, education, certified police office/investigator, or related field, with at least 5 years in a management level position involving administrative or supervisory duties.

License/Certification: Valid driver’s license or access to transportation

Other Requirements: Must complete and pass official background check

PREFERRED QUALIFICATIONS:

Essential education/experience, Knowledge of the K-12 Educational credentialing system, knowledge of statewide K-12 Licensure software, NASDTEC interstate agreement, and extensive investigative experience

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities:

To conduct professional investigations within the education field of credentialed/licensed New Hampshire educators in all public schools, charter schools, and public academies for alleged violations of the Code of Conduct for New Hampshire Educators. In doing so, stays current on investigative techniques and case law so that duties and responsibilities are performed in an effective and legal manner.

Interview complainants and witnesses and investigate educators for the purpose of building or dismissing a case for the NH Department of Education/State Board of Education.

Works collaboratively with law enforcement agencies, department leadership, the Attorney General’s Office, County Attorneys, and DCYF leadership on cases as necessary. Participates with the other Administrative Investigator and Attorney and Department leadership in case conferences and discussions to determine appropriate case dispositions.

Monitors and tracks investigations; write investigative reports; draft investigation letters; draft discipline documents. Works with the Administrative Investigator and the Attorney to prepare cases to go before the State Board of Education.

Works with the Administrative Investigator and the Attorney to gather and review and present the annual Restraint and Seclusion report to the State Board of Education.

Provides trainings to the field on the investigative process and educator misconduct; Code of Conduct trainings; and Restraint and Seclusion.
