The State of New Hampshire, Department of Safety, Division of State Police has a part-time vacancy for SOCPF Communications Specialist (Police Communications Specialist II), SOC Title 43-5030 DISPATCHERS-5. This position is part-time, which cannot exceed 29.5 hours per work week and does not offer insurance benefits.

Summary:

To receive and transmit messages for the NH State Hospital Campus via two-way radio, telephone and other telecommunications equipment nationwide to enforcement and emergency field personnel; to receive emergency reports as first-line contact personnel, and direct calls appropriately.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Equivalent combination of 4 years of education and experience after completion of high school. Education and experience must be in paramedicine, firefighting, emergency medical services, dispatch, law enforcement, public safety, customer service, or a related field involving high-volume public interaction.

License/Certification: None

Other Requirements:

1. Selected candidate will undergo a background investigation including fingerprint-based criminal records check and motor vehicle record check in order to ensure suitability for exposure to confidential information, in accordance with department policy.

2. Prospective appointees must possess normal hearing and qualify in a controlled substance screening test, as determined by the Bureau of Emergency Communications.

Trainee Option: Candidates with an equivalent combination of 3 years of relevant education and experience after completion of high school may be considered and hired in ‘trainee status’ for this position.

PREFERRED QUALIFICATIONS: Candidates with proven experience in service-oriented roles demanding rapid response, exceptional precision, and strong multitasking abilities within high-pressure stressful environments.

AFTER-HIRE REQUIREMENTS: Must obtain certification as a State Police On-Line Telecommunications Systems Operator within six (6) months of hire.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities:

Receive and disseminate information via the Astro Radio system, multi-line telephone, the State Police Computer Assisted Dispatch (CAD), Federal Law Enforcement agencies, State Police units, local police agencies, E911, multi frequency radio transmitters, receivers, and nationwide telecommunications systems to include SPOTS/NLETS, NAWAS, and EAS.

Via Astro Radio system, communicate and coordinate the assignment of law enforcement personnel to proper locations during police emergencies and routine police calls as well as coordinate other emergency personnel and equipment as necessary.

Enter, review, modify, locate, and remove entries made into NCIC. This includes utilizing, researching and being familiar with a 1600 page set of federal guidelines that provide the standards for entering missing persons, wanted persons, and stolen property into the National Crime Information Computer System (NCIC).

Operate video and audio perimeter surveillance systems to screen access to secured facility.

Operate hospital switchboard as needed; refer emergency calls to designated state personnel including New Hampshire Hospital and Division of Public Health as well as other departments and outside agencies. Receive panic alarms and emergency alarms regarding medical emergencies, disturbances or assaultive behavior form hospital personnel and personnel from all State Agencies housed on the campus that require dispatch of Campus Police and/or backup support from local or State public safety agencies.

Receive all valuables and money for patients/residents and holds until cashiers office opens. Receive all contraband confiscated from patients/residents until returned upon departure of destroyed according to law.

Take notes and fill out report forms, including documentation of towed vehicles, emergency responses, traffic records, and motor vehicle accident and arrest records. Provides office support in routine typing, filing, communications with doctors, lawyers, administration, maintenance personnel, staff, visitors and patients/residents. Maintain key control log for all keys issued.

Document all calls received and end results on a daily and case control log program. Organize, enter and monitor daily log by using Computer Assisted Dispatch (CAD), word processing equipment, and computer terminals.

Assist in training new employees in all aspects of duties and responsibilities of a communications specialist.

Receive information for alarms from outside monitoring companies regarding alarms and other related building issues to include: fire alarm activation and response, equipment failure within the building (heat, AC, doors, computer (IT) failure, etc.), activation of burglar alarms within a building to include all doors and motion monitors and restoral of alarms set off within all the buildings on the campus including buildings occupied by other state agencies and boards. Contact the on-duty or on-call General Services Officer for response to alarms by means of a pager, two-way police radio or cell phone. Prepare a monthly activity report for submission to the Administrator or Supervisor of General Services and Department of Administrative Services.
