The Maryland National Capital Park & Planning Commission is an award-winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks, and park-school recreation areas throughout Montgomery and Prince George’s counties. In Prince George’s County, we are also responsible for developing the county’s public recreation programs.

Our Department of Parks & Recreation is responsible for planning, supervising, and coordinating all park/recreation facilities and services. The Facility Services Division (FSD) is the largest Division within this Department. It is composed of six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry (Roads & Grounds), Major Maintenance & Inspection, Critical Projects (Aquatics, Heavy Equipment/Roads and Grounds and Sustainability), and the Administrative Section. The mission of FSD is to provide professional, high-quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation Department in Prince George’s County and its customers. The HVAC unit falls under the operational supervision of the Building & Structures section, which provides preventive maintenance, routine, and emergency repairs, renovations, and alterations to over 430 park buildings and structures. The HVAC unit’s mission is to be responsible for installing, maintaining, and servicing various heating/air conditioning systems and ventilation/refrigeration equipment in all facilities (i.e. buildings, stadiums, ice rinks, historic properties, etc). 

As HVAC Senior Trades Shop Supervisor, the incumbent would be responsible for providing technical and day-to-day leadership to a team of twelve (12) HVAC professionals; providing logistical resources and project assignments to the teams; defining the unit’s goals/objectives and interacting with senior management, external vendors/contractors, County and State Inspectors, manufacturer inspectors, architects, engineers, League Baseball representatives for the Bay Sox Stadium and other team members (trades professionals – i.e. Electrical, Plumbing, Carpentry) as needed, to coordinate program activities. 

The Sr. Trades Shop Supervisor, will lead the team to: participate in construction projects (new installs and renovations/additions) by conducting building configuration analysis, which will determine the equipment needs/placement of our HVAC systems, purchasing the equipment, as well as, setting up installation timetables, determining fuel sources and contractor needs; perform preventive maintenance on heating, air conditioning and ventilation/refrigeration systems and equipment (for ex. ice machines, water fountains, walk-in freezers, refrigerators, dehumidifiers) for buildings, structures (for ex. pools, ice rinks and the Bay Sox Stadium); implement an effective energy management (thermostat control systems) program, which sets the parameters for temperature control for all buildings; conducts on-going repairs on all equipment based on incoming service calls and implementing a major maintenance replacement program. This program entails the annual purchase and replacement of aging equipment. 

As Senior Trades Shop Supervisor the incumbent would be able to effectively handle employee relations issues and learn the appropriate Commission personnel guidelines to effectively administer human resources policy, as needed. Additionally, you will be responsible for: training and instructing your staff on new regulations and equipment issues – coaching the team on technical HVAC issues; providing valuable input to the budget, based on cost projections of equipment supply needs, and submitting weekly/ad hoc reports to the Asst. Division Chief, as needed. The ability to communicate effectively with other senior managers, engineers, external agency/ corporate representatives, and staff is a must, along with the ability to train and coach HVACR team members, as needed. Excellent supervisory skills are also required. This position requires an HVAC professional with experience in residential AND commercial (large-scale HVACR systems) such as package rooftop units up to 40 tons; air cool chillers up to 200 tons; dehumidification systems up to 175 tons and hot water boilers up to 2 million BTU’s including dual fuel [gas and oil] and liquid propane) systems. You will also be knowledgeable regarding HVACR county codes based on ASHRAE standards, and CFC federal government standards based on EPA’s Clean Air Act.

                                     (SALARY RANGE $75,336-$135,882)
  1. High School diploma or Certificate of General Educational Development (GED).    
  2. Completion of approved apprentice program or four years of progressively responsible experience in a skilled trade.
  3. Six (6) years of progressively responsible experience including at least two (2) years’ experience leading a crew or crews of trade workers or administering trade projects (e.g. procurement of materials, work scheduling, processing staff evaluations), and two (2) years of supervisory/ management experience.
  4. An equivalent combination of education and experience may be substituted, which together total 10 years. 
  5. Master license or certification (issued by appropriate local jurisdiction) in related trade as applicable.
  6. Valid driver's license in accordance with both State and Commission rules and regulations.   Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.   
  7. Pass Commission medical examination.
