Job Summary:

 

The Quality Control Manager (QCM) is a dedicated management professional responsible for directing and administering all quality control activities within the Environmental Services (EVS) and Linen Distribution department at the National Institutes of Health (NIH). The QCM ensures that all operations consistently comply with contractual performance requirements, the Quality Assurance Surveillance Plan (QASP), NIH facility standards, federal regulatory guidelines, and applicable healthcare environmental cleaning protocols including TJC Environment of Care standards and CDC/HICPAC infection control guidelines. This position develops and maintains the Quality Control Program, conducts scheduled and random inspections across NIH campus facilities, analyzes performance data, drives continuous improvement in service delivery, and serves as a key liaison between frontline EVS staff and department leadership on all quality and compliance matters.

Duties and Responsibilities:

Quality Control Program Management

 

·       Manages, plans, and coordinates all aspects of the NIH EVS Quality Control Program, including inspection schedules, performance standards, corrective action tracking, QASP compliance documentation, and program reporting.

·       Establishes and maintains overall quality and reliability expectations in alignment with NIH contract requirements, the QASP, TJC Environment of Care standards, and applicable CDC/HICPAC regulatory standards.

·       Performs both scheduled and unannounced quality inspections across all assigned NIH areas, including the Clinical Center (Building 10), research buildings, outpatient facilities, operating suites, isolation rooms, and administrative spaces; uses standardized inspection tools (e.g., APPA, AHE CHEST scoring).

·       Monitors continuous EVS and linen distribution operations for consistency with performance and cleanliness standards; develops and analyzes statistical data and KPIs to assess service quality, identify trends, and support data-driven decision-making.

·       Prepares and submits monthly Quality Control deliverable reports to the Executive Housekeeper and, as required, to the NIH COR; ensures all reports are accurate, timely, and meet contract submission requirements.

 

Inspections and Corrective Actions

 

·       Conducts thorough quality inspections of all EVS and linen distribution work areas; documents findings with precision using designated inspection tools and reporting systems; identifies deficiencies and initiates prompt corrective actions.

·       Tracks deficiency resolution to closure; re-inspects areas to confirm compliance; coordinates with the Executive Housekeeper and AEH to address systemic quality issues and implement sustainable process improvements.

·       Maintains all quality control records, inspection logs, and documentation required by NIH, Teya Support Services, and applicable federal agencies; ensures all records are audit-ready and retained per federal records management requirements.

 

Training, Compliance, and Staff Development

 

·       Conducts quality control and infection prevention orientation for all new EVS and linen distribution employees, covering NIH-specific cleaning standards, inspection criteria, OSHA HazCom/GHS chemical safety, and performance expectations.

·       Trains and corrects EVS personnel on proper cleaning and disinfection procedures, EPA-registered disinfectant use and dwell times, infection prevention protocols, linen handling techniques, and NIH biosafety requirements.

·       Participates in monthly in-service training sessions on patient safety, HIPAA compliance, TJC standards, and EVS best practices; participates in annual performance reviews providing objective quality-based input from inspection data and observation records.

 

Meetings, Reporting, and COR Liaison

 

·       Attends all required NIH staff and committee meetings, including infection control rounds, safety meetings, and departmental planning sessions; serves as the primary QC liaison between Teya EVS management and the NIH COR.

·       Maintains readiness to respond to emergent facility needs including infectious disease outbreaks, unscheduled deep-cleaning activations, or other urgent EVS requirements; performs other duties as assigned.

·       Must be available to cover all shifts in support of 24-hour, 7-day-per-week NIH operations; must comply with all NIH access, badging, background investigation, and drug screening requirements.

 

Required Qualifications and Experience:

 

·        Minimum 3–5 years of progressive supervisory or quality management experience in healthcare EVS at an acute care hospital or federal medical facility; experience at a research medical center or federal facility strongly preferred.

·        Demonstrated knowledge of TJC Environment of Care standards, CDC/HICPAC environmental infection control guidelines, OSHA 29 CFR 1910.1030 (Bloodborne Pathogens), OSHA HazCom/GHS (29 CFR 1910.1200), and the QASP framework.

·        Working knowledge of AHE/ISSA productivity standards, service level classifications, and healthcare EVS quality management best practices; AHE CHEST certification or equivalent preferred.

·        Advanced proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with EVS quality management or inspection software preferred; strong written and oral English communication skills.

·        Demonstrated ability to collect, analyze, and present quality performance data in a clear and actionable format; familiarity with federal contracting requirements including SCA, applicable wage determinations, and NIH facility standards.

 

 

HIPAA and Safety:

 

Must perform all duties in a manner that assures the confidentiality, privacy, dignity, and safety of NIH patients, research participants, visitors, and staff at all times. All personnel are required to comply with HIPAA regulations, NIH privacy policies, and applicable federal standards governing the handling of PHI and sensitive research data. Must comply with all NIH campus security requirements, complete a federal background investigation, and complete pre-employment drug screening prior to start date.

Note: Per BLS Occupational Requirements Survey (ORS), workers in this classification (SOC 37-1011) are on their feet approximately 80–90% of the workday; extensive walking for inspection and supervisory rounds is a primary physical requirement.
