Key Skills: Preparing reports, documents, completing purchase requisitions. Knowledge of the end-to-end processes and procedures. Developing training materials and desk manual. Interacting courteously, establishing rapport and effectively motivating/counseling/supervising staff. Prioritizing workload, resolving complaints and work-related issues. Researching and resolving errors in enterprise software systems. Core Abilities: Writing job instructions, procedure manuals, requisitions and purchase orders. Interpreting and applying legal and technical documents. Reading and interpreting procedure manuals and preparing reports. Conducting training and explaining policies/procedures. Understanding oral, complex instructions. Strong leadership abilities, communication skills, fostering open dialogue, and ensuring alignment toward shared goals. Preferred Qualifications Experience & Education: Any combination of experience and education that would produce the required knowledge, skills, and abilities. Supervision: Minimum of 3 years supervisory and/or management experience. Policy Knowledge: Knowledge of federal, state, system, and university policies and procedures. Certifications: Certified Contract Manager, Certified Contract Developer, and Basic Purchaser Certification from the state comptroller within 6 months of the hire date. Customer & Interpersonal Skills: Ability to foster a cooperative environment, interact effectively and diplomatically, and provide strong customer service. Leadership: Ability to lead by example, coach, motivate, and develop employees. eProcurement: Knowledge/Experience of eProcurement system and process (acquisition of goods and services, contract management, strategic sourcing, reporting, benchmarking). ERP Experience: Enterprise Resource Planning (ERP) experience, preferably with SAP. General Abilities: Ability to apply and interpret policies in a sound manner, exercise discretion, use time wisely, and manage time-sensitive priorities. Job Description The Procurement Assistant Director oversees the University’s procurement operations, ensuring efficient, compliant, and cost-effective purchasing across all departments. This role manages state and system reporting requirements, leads sourcing and negotiation efforts, supervises procurement staff, and maintains the University’s e-Procurement environment, including supplier enablement and punch-out catalog management. The Procurement Assistant Director is responsible for developing staff, administering the P-Card program, ensuring adherence to federal, state, TSUS, and University policies, and providing campus-wide training and guidance. The position plays a key role in optimizing procurement processes, enhancing customer service, and supporting the University’s goals. Job Duties Reporting – Management of reporting requirements for the state, system and university that include monthly, quarterly, and annual reports (e.g., State reporting for monthly Transparency, LBB, WorkQuest, and HUB reporting). Cost Management - Achieve cost reduction for recurring spend through solicitations, negotiations, etc., and cost avoidance for non-recurring spend. Management Oversight – Oversee the daily operations of the University purchasing process and procedures including approval of requisitions into purchase orders in SAP and TSUS MarketPlace and supervision of buyers and procurement analyst. Manage monthly and fiscal year-end closing processes. E-Procurement Management – Responsible for managing supplier enablement and resolving technical or process-related issues within the University’s e-Procurement environment. Oversees and maintains the University’s TSUS MarketPlace system, serving as both the Catalog and Non-Catalog Manager. Duties include coordinating supplier onboarding, ensuring data accuracy, supporting end-users, and optimizing system functionality to support efficient procurement operations. Staff Development & Compliance – Ensure staff development, compliance with federal, state, TSUS, and University policy, and maintain/track state certifications required for purchasing. Sourcing - Conduct sourcing events, assist departments with developing and interpreting responses, and review/ensure accuracy of formal bid tabulation, evaluation assessment, and final award decisions. PCard Program – Manage PCard program. Policy & Training – Keep updated on current procurement policies, regulations, rules, and laws, inform the campus, and provide guidance and training to staff and the campus.
