Position Purpose

Serves as an intermediate-level specialist, providing technical support in the area of resource planning for TVA’s power system for the near-term up to 20 years, with an emphasis on financial evaluations and engineering analyses that result in capacity and energy decisions to retire, build, acquire, lease, or sell power resources, along with evaluations of demand side management, energy efficiency purchased power and sale decisions involving $10s to $100s of millions of dollars. Develops flexible operating and purchase/sale strategies tailored to the appropriate timing and structure of competitive generation markets. Analyzes operational impacts of strategic projects and alternative resource plans. Provides detailed calculations needed to support customer negotiation strategies and rate making decisions. The incumbent will assist in developing TVA’s Power Supply Plan, Generation Plan, and Optimized Asset Resource Plan, Asset Outage Schedule, and Resource Adequacy Reviews.

Principal Accountabilities

  • Provides support and technical expertise in the financial evaluations and power system engineering analyses of projects or processes which involve participants from numerous TVA organizations and result in decisions to change TVA operating practices, decisions to build, acquire, lease or sell generation and transmission assets, along with power purchase and sale decisions involving significant dollars (often $100s of millions).
  • Provides analytical expertise in planning studies for TVA participation in competitive generation and wholesale power markets. This includes development and continual refining, and optimization of operating plans, incorporating risk management parameters, performing risk analysis, market analyses, historical and future trend analyses, transmission strategies, etc. utilizing asset allocation techniques. This includes the development of a solution for improving the current bulk power supply additions and retirements.
  • Provides resource plans to transmission planners for use in system studies.
  • Provides operational and financial evaluation of short term outage and maintenance coordination and optimization
  • Provides support in the development of TVA’s Generation Plan, using optimum production costing methods.
  • Develops optimized near-term and season-ahead Asset Resource Plan for handoff to real-time Operations
  • Assists the Asset Portfolio Manager for the TVA fleet from the near-term up to 20 years.
  • Assists the Outage Schedule Optimization for periods ten days or more into the future
  • Supports the development of operational strategies to match operational resource plans.
  • Represents TVA objectives and interests to TVA customers, competitors, elected officials, other public power organizations, and other stakeholders.
  • Provides technical expertise for the modeling efforts (financial, engineering, and mathematical) needed to accomplish the above.
  • Assists management and staff by providing technical expertise in support of task teams and special projects.

Minimum Requirements

Education . – B.S. degree in Economics, Engineering, Business Management or comparable related field of study, or equivalent education, training & experience is required. An advanced degree in Engineering or an MBA is desirable.

Experience . – Minimum of five (5) years work experience. Experience in system resource planning, system operations, or other related work experience with in-depth knowledge, skills and abilities in system planning techniques is desirable.

Certification/License, etc — None

Knowledge/Skills/Abilities — The incumbent must possess extensive knowledge of statistics and computer science, and must understand the basic principles of accounting, engineering, finance, management, and electric utility planning and operations. Proficiency in oral and written communications is also necessary. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions
