The Product Owner / Portfolio Manager is responsible for managing a portfolio of IT products and applications, ensuring alignment with business needs, IT strategy, and state governance requirements. This role works closely with business stakeholders, IT leadership, vendors, and cross functional fusion teams to drive delivery, performance, and continuous improvement.
Key Responsibilities
- Manage a portfolio of IT products and applications, ensuring on-time delivery, quality, and alignment with business and user needs
- Serve as Product Owner, managing products through the full product lifecycle (intake, delivery, release, sustainment)
- Partner with business SMEs, IT teams, external agencies, and vendors to define product scope, identify IT enabled solutions, and support procurement and implementation
- Create, prioritize, and maintain product backlogs and roadmaps aligned to long-term IT strategy and evolving state needs
- Oversee product releases, ensuring deployment readiness, performance monitoring, user feedback collection, and risk management
- Define and track performance metrics to ensure products meet state, federal, and IT governance standards
- Manage vendor and service provider relationships, monitoring performance, resolving interoperability issues, and enforcing SLAs and availability targets
- Oversee product financials, including budget planning, tracking, and reporting on status, risks, and roadmap progress
- Lead cross functional fusion teams, coordinating IT, vendors, and business units to deliver solutions within scope and budget
- Partner with supervisors to allocate technical resources, monitor team performance, and support team execution
- Facilitate Agile ceremonies, including sprint planning, user story development, reviews, and stakeholder demonstrations
- Use metrics and feedback to define acceptance criteria, validate deliverables, and improve feature delivery
- Collaborate with Executive Technology Officers (ETOs) and product teams to prioritize development and transition products to enterprise services
- Build and maintain strong relationships with client and business teams through consistent communication and issue resolution
- 5 years experience as a Product Owner, Product Manager, Portfolio Manager, or similar role managing IT products or applications
- Demonstrated experience managing product backlogs, roadmaps, and full product lifecycle (intake, delivery, release, sustainment)
- Strong experience working in Agile environments (Scrum / Kanban), including:
- Sprint planning
- Backlog refinement
- User story development
- Sprint reviews
- Proven ability to partner with business stakeholders, IT teams, and vendors
- Experience defining and tracking performance metrics and KPIs
- Experience managing IT budgets, forecasting costs, and reporting financial status
- Strong written and verbal communication skills
- Ability to work with cross?functional teams and influence outcomes across organizational levels
- Experience ensuring alignment with IT governance, risk management, and compliance requirements
- Ability to manage multiple concurrent initiatives and competing priorities
- Experience managing IT product portfolios within large or complex organizations
- Experience working with public sector, government, or regulated environments
- Familiarity with vendor management, contract oversight, and SLAs
- Experience supporting enterprise applications and service?based models
- Experience collaborating with executive leadership and technology governance groups
- Background in continuous improvement driven by performance data and user feedback
- Experience transitioning products to enterprise services
- Familiarity with SAFe, Scrum, or other scaled Agile frameworks
- Experience working with cross?functional fusion teams
