The purpose of this classification is to perform progressively responsible skilled and semi-skilled work in the construction, operation, maintenance, and repair of the City’s potable and reclaimed water distribution systems. - Performs skilled and semi-skilled work in the installation, maintenance, and repair of potable and reclaimed water pipes, valves, meters, fire hydrants, backflow devices, and related system components.
- Exercises, installs, inspects, maintains, and repairs valves and other distribution system infrastructure.
- Installs, tests, maintains, and repairs water meters and backflow prevention devices.
- Assists with utility locating and coordination to prevent damage to underground utilities.
- Operates heavy equipment, specialized machinery, hand tools, and power tools in the performance of assigned duties.
- Completes restoration of construction and repair sites, including sod, asphalt, and concrete repair, as assigned.
- Collects water samples and assists with water quality monitoring and regulatory compliance activities, as applicable to level.
- Responds to utility emergencies and participates in rotational on-call assignments, including nights, weekends, and holidays.
- Maintains accurate records, logs, and reports related to work performed, inspections, and regulatory requirements.
- Provides customer service and responds to public inquiries, concerns, and complaints regarding water distribution activities.
- OSHA 10, Confined Space Training, and FDOT Maintenance of Traffic Certification within required timeframes.
- Serves as a training and apprenticeship level position.
- Performs work under close supervision following established procedures.
- Focuses on gaining hands-on experience and preparing for required licensure and certifications.
- Assists with installation, maintenance, repairs, restoration of work sites, equipment operation, and customer notifications.
- No prior experience required; progression is based on successful completion of training milestones and certification requirements.

Education and experience requirements vary by career level and are generally defined as follows:
- Entry/Apprentice Level: High School diploma or GED. No prior experience required.
- Intermediate Level: One (1) year of public water systems maintenance and repair or related experience, or an equivalent combination of education, training, and experience.
- Advanced Level: Two (2) or more years of public water systems maintenance and repair experience, including demonstrated ability to work independently and oversee work of others.
Certification and licensing requirements vary by career level and area of assignment and may include:
- Valid State of Florida driver’s license with an acceptable driving history.
- Florida Department of Environmental Protection (FDEP) Water Distribution Operator License at designated levels within established timeframes.
- Florida Class “B” Commercial Driver’s License (CDL) with Air Brake and Tanker Endorsements, as required by assignment within established timeframes.
- Provides guidance, mentoring, and training to lower-level staff.
