The purpose of this classification is to perform progressively responsible skilled and semi-skilled work in the construction, operation, maintenance, and repair of the City’s potable and reclaimed water distribution systems. This career ladder classification is designed to allow employees to advance through increasing levels of responsibility, independence, and compensation based on demonstrated competency, experience, and attainment of required certifications and licenses, without the necessity of a vacancy.

Work includes installation, maintenance, and repair of water distribution infrastructure to ensure safe, efficient, and regulatory-compliant water service to the public. Employees may work under close, general, or limited supervision depending on career level.The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Duties may vary by career level
  • Performs skilled and semi-skilled work in the installation, maintenance, and repair of potable and reclaimed water pipes, valves, meters, fire hydrants, backflow devices, and related system components.
  • Exercises, installs, inspects, maintains, and repairs valves and other distribution system infrastructure.
  • Installs, tests, maintains, and repairs water meters and backflow prevention devices.
  • Assists with utility locating and coordination to prevent damage to underground utilities.
  • Operates heavy equipment, specialized machinery, hand tools, and power tools in the performance of assigned duties.
  • Completes restoration of construction and repair sites, including sod, asphalt, and concrete repair, as assigned.
  • Collects water samples and assists with water quality monitoring and regulatory compliance activities, as applicable to level.
  • Responds to utility emergencies and participates in rotational on-call assignments, including nights, weekends, and holidays.
  • Maintains accurate records, logs, and reports related to work performed, inspections, and regulatory requirements.
  • Provides customer service and responds to public inquiries, concerns, and complaints regarding water distribution activities.
  • OSHA 10, Confined Space Training, and FDOT Maintenance of Traffic Certification within required timeframes.
Water Service Worker (Apprentice / Entry Level) (Grade Level 209) | $20.08 -$32.12 D.O.Q
  • Serves as a training and apprenticeship level position.
  • Performs work under close supervision following established procedures.
  • Focuses on gaining hands-on experience and preparing for required licensure and certifications.
  • Assists with installation, maintenance, repairs, restoration of work sites, equipment operation, and customer notifications.
  • No prior experience required; progression is based on successful completion of training milestones and certification requirements.
Water Distribution Technician I (Grade Level 210) | $23.25-$37.19 D.O.Q
  • Performs skilled and semi-skilled work under close supervision.
  • Independently completes routine installation, maintenance, and repair tasks.
  • Responds to emergencies and assists with utility locating and cross-connection control.
  • Requires foundational experience and attainment of minimum water distribution licensure.
  • Emphasis on developing technical proficiency and field competency.
Water Distribution Technician II (Grade Level 211) | $24.41-$39.05 D.O.Q
  • Performs advanced skilled work under general supervision with increased independence.
  • Oversees and provides guidance to lower-level staff on moderately complex projects.
  • Conducts water quality sampling and supports regulatory compliance activities.
  • Troubleshoots complex system issues and coordinates work methods and sequencing.
  • Requires additional experience, higher-level licensure, and full certification compliance.
Water Distribution Technician III (Grade Level 213) $26.91-$43.05 D.O.Q
  • Senior-level classification performing advanced, specialized, and complex work with a high degree of independence.
  • Leads assigned projects and programs related to water distribution operations.
  • Supervises work crews and provides directions to ensure efficient and safe operations.
  • Reviews completed work to ensure quality, accuracy, and regulatory compliance.
  • Oversee water sampling activities and ensure adherence to applicable regulations.
  • Enforces cross-connection control requirements.
  • Assists in training, guidance, and oversight of lower-level staff as assigned.
  • Comply with all applicable safety rules, policies, procedures, and regulatory requirements.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Education and experience requirements vary by career level and are generally defined as follows:
  • Entry/Apprentice Level: High School diploma or GED. No prior experience required.
  • Intermediate Level: One (1) year of public water systems maintenance and repair or related experience, or an equivalent combination of education, training, and experience.
  • Advanced Level: Two (2) or more years of public water systems maintenance and repair experience, including demonstrated ability to work independently and oversee work of others.
SPECIAL CERTIFICATIONS AND LICENSES:
Certification and licensing requirements vary by career level and area of assignment and may include:
  • Valid State of Florida driver’s license with an acceptable driving history.
  • Florida Department of Environmental Protection (FDEP) Water Distribution Operator License at designated levels within established timeframes.
  • Florida Class “B” Commercial Driver’s License (CDL) with Air Brake and Tanker Endorsements, as required by assignment within established timeframes.
  • Provides guidance, mentoring, and training to lower-level staff.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs heavy work that involves constantly lifting, shoveling, and carrying 35 to 50 pounds on a regular and recurring basis and exerting 100 pounds of force on an occasional basis.

Unavoidable hazards refer to job conditions that may lead to injury or health hazards even though precautions have been taken.
  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.

    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
    • Traffic; Moving machinery.
    • Electrical shock; Heights.
