The purpose of this position is to educate the public and officials on proper tree care and placement, enforce ordinances, manage risks, and develop urban forestry policies.This job works independently, under limited supervision, reporting major activities through periodic meetings.
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Reviews permit plans to ensure compliance with tree protection ordinances and assess potential environmental impacts, to include, reviewing electronic plans, analyzing site layouts, identifying necessary tree protection and site visits before issuance.
- After permit issuance, inspects and monitors compliance with required landscaping, tree protection and removal regulations for individual tree removals, large-scale development projects, erosion control, wetland mitigation.
- Responds to environmental inquiries from residents and staff, provides expert guidance on tree care, urban forestry policies, and ecological concerns.
- Develops, manages, and implements public tree planting programs, including the Gift Tree, Adopt-a-Tree, and Arbor Day Giveaway initiatives.
- Assists Code Enforcement with environmental inspections, ensuring compliance with municipal ordinances related to tree protection, erosion control, and land disturbance.
- Serves as the drone pilot for department surveying construction sites, inspecting structures for compliance, mapping land for planning, and documenting progress.
- Manages the arborist website, community engagement page and other media, and develops/conducts educational programs, flyers, and brochures.
- Implements the Urban Forestry Management Plan including, but not limited to, the development of programs and policy documents; drafting of regulatory standards and technical documents; writing and management of contracts; grant writing, reporting and management; and, management of project personnel in the field.
- Requires a proficient degree of project and time management skills, and, advanced technical writing skills.
- Performs related work as assigned.
- Requires an Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education.
- Six years of conducting street tree assessments, supervising compliance with health and safety standards, arborist or related experience or an equivalent combination of education, training and experience.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
- International Society of Arboriculture (ISA) Certified Arborist or Master Arborist.
- Florida Department of Environmental Protection Stormwater Erosion Control Inspector certification.
- FAA Part 107 UAS Drone License, or ability to obtain within six months of employment.
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs medium work that involves walking, standing, stooping, jumping, dancing, stretching, or lifting all the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness and speed in the use of the fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.
