Responsibilities
- Manage all phases of commercial construction projects from contract award through final closeout, ensuring milestones, budgets, schedules, and federal agency requirements are met.
- Serve as the primary point of contact for federal agencies, consultants, subcontractors, and stakeholders, providing clear communication and project leadership.
- Lead internal teams including superintendents, project engineers, and administrative staff while mentoring junior personnel and fostering professional growth.
- Administer complex federal contracts, including FAR clauses, certified payroll, Davis-Bacon prevailing wages, and Build America, Buy America (BABA) compliance, ensuring 100% adherence to government regulations and reporting requirements.
- Oversee civil and marine construction scopes including marine and waterfront construction, structural concrete and seawall systems, sitework and earthwork, utility installation, and landscaping/exterior improvements.
- Supervise specialized subcontractors performing heavy civil, marine, structural concrete, seawall, and utility installation work, ensuring quality, safety, and compliance with environmental and permitting requirements.
- Develop and maintain detailed project schedules (CPM preferred), budgets, and cost controls, proactively identifying risks, tracking costs, and implementing mitigation strategies.
- Lead subcontractor buyouts, contract negotiations, pay application approvals, change orders, RFIs, and submittals to protect project scope, budget, and timeline.
- Ensure strict adherence to quality control plans, federal inspections, safety standards, and environmental regulations, coordinating third-party inspections and testing as needed.
- Support preconstruction efforts, including constructability reviews and value engineering, while preparing transparent reports for ownership, clients, and stakeholders to drive informed decision-making.
- Minimum of 3-5 years of experience as a Project Manager with a commercial general contractor.
- Demonstrated history of successfully managing federal construction projects and administering government contracts.
- Extensive experience overseeing civil and marine construction scopes, specifically waterfront and heavy civil work.
- Working knowledge of federal compliance tracking, including FAR clauses and certified payroll.
- Proficiency in Procore (or similar PM software) and Microsoft Project.
- Bachelor's Degree in Construction Management, Civil Engineering, or a related field.
- 10 years of total experience in the construction industry.
- Deep understanding of structural concrete and marine-specific safety and environmental standards.
