About the Role:
As a Resource Efficiency Manager (REM III), you will serve as a senior technical expert supporting the U.S. Army Installation Management Command (IMCOM) Sustainment Directorate. You will lead and implement advanced energy and water management strategies across multiple installations, ensuring compliance with federal mandates and contributing to energy resilience, sustainability, and operational efficiency. This role requires expert-level knowledge of energy systems, project development, and federal energy programs.
Key Responsibilities:
- Lead the development and implementation of Installation Energy and Water Plans (IEWPs) and Comprehensive Energy and Water Evaluations (CEWEs) in accordance with federal mandates and Army directives.
- Conduct ASHRAE Level 2 energy audits and identify, document, and recommend energy and water conservation measures (ECMs/WCMs) using advanced analytical methods.
- Support the implementation of energy and water programs, ensuring compliance with Executive Orders, Army Climate Strategy, and other applicable policies and regulations.
- Analyze utility data using Advanced Metering Infrastructure (AMI), Direct Digital Controls (DDC), and Facility-Related Control Systems (FRCS) to identify anomalies, optimize performance, and support tenant reimbursement compliance.
- Provide technical oversight and support for Energy Savings Performance Contracts (ESPC), Utility Energy Services Contracts (UESC), Energy Resilience and Conservation Investment Program (ERCIP) projects, and renewable energy initiatives.
- Offer subject matter expertise in microgrid design, maintenance, and operation to enhance energy security and resilience.
- Contribute to climate strategy implementation, including electrification, decarbonization, and Electric Vehicle Supply Equipment (EVSE) deployment.
- Engage with utility providers to identify interconnection requirements, rate structures, and available incentives or rebates.
- Lead or support energy awareness campaigns, training sessions, and stakeholder engagement to promote conservation and compliance.
- Prepare and submit detailed monthly and annual reports documenting project progress, energy savings, and strategic recommendations.
Qualifications:
- Candidates must possess one of the following combinations of educational background and relevant experience:
- A four-year technical/engineering degree (preferably in mechanical or electrical engineering) and/or hold a registered Professional Engineer credential with a minimum of 9 years of experience in energy management.
- An Environmental Science, business, or related degree with a minimum of 12 years of experience in energy management.
- A two-year technical degree with a minimum of 15 years of experience in energy management.
- A non-degreed with a minimum of 18 years of experience in energy management
- Active Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) certification required.
- Expertise in federal energy programs, energy audits, and project lifecycle management.
- Proficiency in Microsoft Office and energy management software.
- Ability to obtain and maintain security clearance.
- Willingness to travel as required.
