We are looking for a motivated Environmental Program Manager to join our team and play a key role in delivering environmental services under Sound Transit’s Environmental Services MATOC. This is a seller-doer position — you will both lead and deliver technical work (NEPA/SEPA, permitting, groundwater/soil assessments, compliance monitoring) and act as a trusted advisor to Sound Transit, helping shape solutions that align with their long-term goals.

This is an exciting opportunity to partner with one of the nation’s largest transit expansion programs.

What You’ll Do

  • Lead environmental task orders (scope, budget, schedule, quality) across groundwater, permitting, NEPA/SEPA compliance, and construction monitoring.
  • Deliver technical work directly — field assessments, data interpretation, regulatory documentation, and stakeholder coordination.
  • Serve as the primary client contact with Sound Transit: anticipate needs, provide consultative solutions, and ensure responsiveness.
  • Build long-term relationships by helping Sound Transit achieve more than project compliance — guiding them toward best practices and future-focused solutions.
  • Collaborate with multidisciplinary teams, subcontractors, and technical specialists to ensure seamless project delivery.
  • Identify new opportunities within the MATOC framework and contribute to proposals and pursuits.
  • Mentor junior staff and foster a collaborative, client-focused culture.

What You Bring

  • Bachelor’s or Master’s in Environmental Science, Environmental Engineering, Geology, Hydrogeology, or related field.
  • 10 years in environmental consulting, with demonstrated project management experience.
  • Strong background in NEPA/SEPA, permitting, groundwater/soil investigations, and environmental compliance.
  • Proven ability to act as a seller-doer — both delivering technical work and growing client relationships.
  • PMP certification strongly preferred; PG, PE, or equivalent professional registration a plus.
  • Knowledge of toxicology, hazardous materials, or risk assessment desirable.
  • Excellent communication and relationship-building skills.
  • Experience working with public agencies (Sound Transit, WSDOT, FTA, Ecology, or similar) is highly valued.
