We are looking for a motivated Environmental Program Manager to join our team and play a key role in delivering environmental services under Sound Transit’s Environmental Services MATOC. This is a seller-doer position — you will both lead and deliver technical work (NEPA/SEPA, permitting, groundwater/soil assessments, compliance monitoring) and act as a trusted advisor to Sound Transit, helping shape solutions that align with their long-term goals.

What You’ll Do
- Lead environmental task orders (scope, budget, schedule, quality) across groundwater, permitting, NEPA/SEPA compliance, and construction monitoring.
- Deliver technical work directly — field assessments, data interpretation, regulatory documentation, and stakeholder coordination.
- Serve as the primary client contact with Sound Transit: anticipate needs, provide consultative solutions, and ensure responsiveness.
- Build long-term relationships by helping Sound Transit achieve more than project compliance — guiding them toward best practices and future-focused solutions.
- Collaborate with multidisciplinary teams, subcontractors, and technical specialists to ensure seamless project delivery.
- Identify new opportunities within the MATOC framework and contribute to proposals and pursuits.
- Mentor junior staff and foster a collaborative, client-focused culture.
What You Bring
- Bachelor’s or Master’s in Environmental Science, Environmental Engineering, Geology, Hydrogeology, or related field.
- 10 years in environmental consulting, with demonstrated project management experience.
- Strong background in NEPA/SEPA, permitting, groundwater/soil investigations, and environmental compliance.
- Proven ability to act as a seller-doer — both delivering technical work and growing client relationships.
- PMP certification strongly preferred; PG, PE, or equivalent professional registration a plus.
- Knowledge of toxicology, hazardous materials, or risk assessment desirable.
- Excellent communication and relationship-building skills.
- Experience working with public agencies (Sound Transit, WSDOT, FTA, Ecology, or similar) is highly valued.
