Position Summary
The DNR’s Waste and Materials Management Program works on a variety of policy and regulatory topics related to reduction, diversion and management of solid and hazardous waste. The DNR is responsible for implementing the state’s new battery recycling program, which requires producers of batteries to join a stewardship organization and submit and implement a plan to collect and recycle small- and medium-format batteries. This position works under general supervision.
This position is responsible for leading the program’s work to implement the new battery law, with support from the recycling and solid waste section manager, hazardous waste prevention and management section manager, waste reduction and diversion coordinator, and E-Cycle Wisconsin program coordinator.
50% Lead program effort to develop and distribute guidance documents, fact sheets, training and technical assistance for battery producers, current or potential battery collection sites, battery recyclers and local governments. Work with DNR solid and hazardous waste staff to determine and explain requirements that will apply to battery collectors and recyclers. Work with counterparts in other states implementing battery recycling programs to identify efficiencies and best management practices.
20% Review the stewardship plan and other documents submitted by the battery stewardship organization(s) and determine whether they meet statutory requirements. Provide feedback and technical assistance to the stewardship organization(s) so that the DNR can approve at least one battery stewardship plan. Ensure the DNR meets public notice and other statutory requirements related to the stewardship plan.
15% Public education and outreach efforts. Work with other section staff to develop, implement and evaluate public outreach efforts to raise awareness of the new battery law and its requirements.
10% Work with DNR IT and communications staff to create and update web content and data management systems required by the battery recycling law.
5% Other duties as assigned.
Salary Information
This position pays $27.68 per hour and is in pay schedule and range 15-03. Compensation will be set in accordance with the State Compensation Plan.

This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

Qualifications
Required qualifications for this position include all of the following:
- Program and/or project management experience (e.g. managing deadlines, communicating with internal and external stakeholders, monitoring progress, recommending and implementing improvements, etc.).
- Experience working with stakeholders, including facilitating meetings and gathering input.
- Experience communicating complex technical and regulatory topics to a variety of audiences verbally and through written materials and oral presentations.
- Experience implementing public outreach efforts.
- Experience interpreting state statutes, administrative code or local ordinances and developing guidance or policy recommendations.
- Training, experience and/or education with waste management, including recycling, solid waste or hazardous waste management.
- Training, experience and/or education related to battery and/or electronics recycling.
- Experience with interpreting and applying federal and state regulatory requirements related to waste and materials management.
- Experience developing and implementing communication plans.
- Experience conducting data analysis and program evaluations.
