Introduction

The Wisconsin Department of Natural Resources (DNR) is hiring 7 Loan Project Managers in the Division of External Services to implement the Clean Water Fund Program and the Safe Drinking Water Loan Program.

These positions are headquartered in the DNR’s central offices in Madison, WI.

Remote work may be available for a portion of the work week, after the initial onboarding period.

These are project positions with an anticipated end date of January 10, 2029.

This recruitment may also be used to fill future similar positions.

Position Summary

These project positions provide the full scope of professional loan functions and are responsible for implementation of two loan programs: Clean Water Fund Program and the Safe Drinking Water Loan Program, as well as the Lead Service Line Replacement Program and the Federal Infrastructure funds. Duties include: review of loan applications, review of documentation and correspondence submitted to satisfy loan requirements, preparation of Financial Assistance Agreements, project management, quality improvement and representation of the Department of Natural Resources positions at legal proceedings and public hearings.

Salary Information

Starting pay for Entry level is between $30.00 to $35.06 per hour (or $62,400 to $72,924.80 annually), in addition to excellent benefits and is included in the classification Natural Resources Financial Assistance Specialist-Entry within Pay Schedule/Range 07-04.

Starting pay for Senior level is between $35.50 to $39.30 per hour (or $73,840 to $81,744 annually), in addition to excellent benefits and is included in the classification Natural Resources Financial Assistance Specialist-Senior within Pay Schedule/Range 07-03.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Background Checks: The Department of Natural Resources conducts criminal background checks on final applicants prior to job offer. Eligibility to work in United States: The Department of Natural Resources does not sponsor work visas at the time of hire or anytime during employment. Probation: Probation is not required with project positions.

Reference Check: References are not required at the time of application but will be required upon successful completion of the interview process.

Project Position: Per s. 230.27(1m), Wis. Stats., individuals appointed to project positions must be Wisconsin residents. Project positions are temporary positions that provide benefits, typically last up to two years, and may be renewed depending on business needs. Individuals appointed to a project position are not placed on a probationary period. State employees who leave a permanent civil service position to move to a project position may have rights back to a position at a comparable level to the permanent position they left when the term of their project position has ended.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR remote work policies. Approval is subject to change without notice based on business needs. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.

Travel: Travel throughout the state is occasionally required.

Qualifications

Required Qualifications Include Experience In ALL The Following Criteria

  • Project management including establishing timelines, reviewing documents, and tracking project completion
  • Developing financial budgets and tracking and allocating funds (e.g., budget tracking, grant/loan funding allocations, award processing, etc.)
  • Interpreting policies, codes and/or state and federal statutes and regulations

In addition, preferred qualifications include experience with any of the following criteria:

  • Working in a state or federal revolving loan program (e.g., determining eligibility, reviewing applications, preparing awards, processing documents, etc.)
  • NR162 & NR 166, Wis. Adm Code
  • ELOS (Environmental Loans Online System) or other project tracking or financial management databases
