Key Responsibilities Position: Web and IT Specialist
Location: Salt Lake City
This position supports the Utah Division of Water Resources mission to plan, conserve, develop and protect the state’s precious water resources through reliable technology, accurate data management and strong communication. This role serves as the subject matter expert and liaison between the agency and the Division of Technology Services (DTS) managing agency-wide hardware, software and website tasks outside the scope of the Division of Technology Service's technical management.

- Web Development & Content Management
- Redevelop and maintain multiple WordPress environments
- Serve as subject matter expert on latest trends and advancements in web SEO, architecture and development best practices
- Develop visually appealing web templates optimized for ADA web accessibility and all end devices
- Work with division GIS team to help embed and manage the open data portal
- Continually work with division sections to update, improve and maintain site content
- Track, compile and utilize data and information pertaining to site scans, web accessibility, Utah Design System, UX, Google
- Analytics and Qualtrics initiatives
- Maintain helpful, ongoing knowledge of web applications and basic programming
- Serve as the division's information technology coordinator by attending regular IT coordinator meetings and keeping staff informed and prepared for IT updates and changes
- Serve as subject matter expert on current hardware and software availability and uses
- Order, track and maintain an inventory of all division software and hardware purchases and renewals
- Track, coordinate and follow up on all hardware and software deployments
- Oversee the implementation, training and use of software systems, tools and workflows
- Clean up, further develop and maintain network and Google drive storage, architecture and permissions
- Oversee the establishment and stewardship of workflow related enterprise data assets including common infrastructure, such as data repository and web services delivery
- Provide technical support for staff
- Recommend system enhancements, modifications, tools and other technical solutions to meet agency needs for effectiveness and efficiency
- Anticipate the impact that new or modified software will have on existing standards and systems
- Evaluate the success and effectiveness of software upgrades and modifications
- Meet with vendors on new and existing products, evaluate usefulness and cost of products and make recommendations
- Engage in continuous learning
- Find creative ways to solve problems and improve processes
- Utilize logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems or roadblocks
- Assess how systems should function and how changes in conditions, operations and the environment could affect outcomes
- Actively listen and engage with others to find best solutions and resources for determined needs
- Troubleshoot a wide variety of issues and needs
- Work across all division sections in a collaborative team environment
- Collaborate and help support other agencies and the department as a whole
- Regularly work independently, and as part of a team

- Give full attention to what others are saying, taking time to understand the points being made, asking questions as appropriate to determine best solutions
- A bachelor's degree or higher in computer science, web design, communications or a related field
- Proficiency with HTML, CSS, JavaScript and php
- Professional experience with WordPress
- Professional experience with Google Analytics
- Professional experience with enterprise level network and Google drive permissions and architecture
- Professional experience with Looker Studio and other dashboard platforms
- Experience with Google Cloud Platform and related product
- At least five years of professional experience working on a website with high traffic and interactions
- Professional experience with technology modernization projects
- Knowledge of graphic design and web image optimization and best practices Knowledge and experience with State of Utah purchasing and procurement policies and systems
