We are looking for a strategic leader to serve as Engineering Manager I for the Department of Environmental Quality. If you are ready to guide and oversee a talented team within the Engineering Section of our Water Quality Division, we want to hear from you.

Key Responsibilities

  • Manage, develop, recruit and mentor professional engineering staff.
  • Use management systems for tracking and measuring work progress, performance and resource allocation
  • Provide exceptional service to internal and external customers with water quality infrastructure and related civil-environmental engineering projects.
  • Manage Utah's Clean Water State revolving Fund loan and grant programs; responsible for overall program success, maximizing water quality benefits from funds invested.
  • Have a strong understanding of onsite wastewater systems design, including alternative systems, and management principles used for onsite community, cluster and other decentralized wastewater solutions.

Qualifications

Minimum Qualifications:

  • A Bachelor of Science or Engineering in Civil, Chemical or Environmental Engineering.
  • A Utah Professional Engineer/Registered Engineer licensed in Civil, Sanitary, Chemical, Environmental or related disciplines.
  • 5 years of engineering practice with increasing degrees of responsibility and complexity involving all aspects of municipal wastewater collection, treatment and disposal systems design and/or construction management.
  • Specialized experience in advanced wastewater process technology analysis, development, modeling, design and specification.
  • Experience with project and lifecycle cost analysis, asset management, project financing and construction project cost management is essential.
  • Strong project management skills and an ability to manage engineering teams, external clients and stakeholders, including the public, for multiple simultaneous projects are required.
  • Effective written and verbal communication with internal and external customers, stakeholders and the public.
  • Communicate with people in a manner which shows sensitivity, tact, and professionalism.
  • Be able to supervise others by assigning/directing work; conducting employee evaluations, staff training and development; taking appropriate disciplinary/corrective actions; and making hiring/termination recommendations, etc.
  • Understand principles, theories, and practices of civil engineering and performance management.
  • Have strong written and oral communication skills, including the ability to convey complex information and ideas to a varied audience.
  • Have the ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
  • Understand principles, theories, and practices of environmental and physical sciences.
  • Be able to find, gather and collect information or data; read and interpret data from scientific instruments or equipment.
  • Is able to develop approaches for implementation of an idea, program or change in operations.
  • Is able to read, interpret and apply laws, rules, regulations, policies and/or procedures; and ensure compliance with contract terms, policies and procedures, etc.
  • Has a strong knowledge of Clean Water Act, Utah Water Quality Act, Safe Drinking Water Act, Utah's Administrative Rules and associated guidance that govern water quality programs in Utah.
  • Be able to think strategically, anticipate needs, solve problems and effectively execute a strategic plan for multi-year initiatives.
  • Knowledge of process improvement tools and willingness to lead and implement process improvement initiatives.
  • An ability to work with a wide range of stakeholders, at times with competing interests, to solve programs and advance Division objectives.

Preferred Qualifications

  • Masters of Engineering/Science in civil, environmental, chemical engineering with emphasis in pollution control systems design.
  • 10 years of engineering practice with increasing degrees of responsibility and complexity involving all aspects of municipal wastewater collection, treatment and disposal systems design and/or construction management.
