Position Overview

This is a full-time position and will oversee all turnpikes throughout the state of Oklahoma. This position will consist of frequent driving to the various turnpikes throughout each work week.

The Assistant Director of Maintenance is responsible for performing various levels of management duties for the Maintenance Division. This may include supervision of a staff of professional, technical and support personnel involved in planning, construction, design, right-of-way or aerial survey activities, or maintenance of various types of transportation systems.

Compensation

This rate for this position is $52.40 per hour ($109,100.00 annually).

Primary Duties And Responsibilities

  • Selects, develops, trains, and motivates staff to ensure that resources are available to provide quality services and on-time performance for the agency and Maintenance division.
  • Assist in the planning, organizing, and management of the Maintenance division in regard to all 12 turnpikes to ensure that the work is accomplished consistent with Authority standards and specifications.
  • Review and make recommendations to the Director concerning the Maintenance Division operations to ensure adequate resources are available to complete assigned work.
  • Review & respond to safety concerns and inquiries for the purpose of improving the overall safety of the Division and the traveling public.
  • Represent the Authority in contacts with public officials, authority members, contractors, peers, industry professionals, and the general public, answering questions, providing assistance, and resolving problems in relation to all maintenance matters.
  • Review pre-construction plans and provide feedback in regard to maintenance related concerns.
  • Attend regular meetings related to maintenance matters and provide updates to Maintenance leadership as necessary.
  • Assist in the development and management of maintenance contracts administered by the Division. Interact with superintendents, contractors, engineers, and others to ensure that contracts meet the needs of the Authority and are administered according to established laws and procedures. 
  • Assist in the annual budget process for the Maintenance Division and ensure that actual expenses are consistent with the approved budget and Authority needs. Prepare and submit the budget within prescribed deadlines. Make recommendations for improvements and modifications to the maintenance budget that result in overall operational enhancements and cost savings.
  • Manages interagency relationships and coordination, like ODOT, ODEQ, and local municipalities.
  • All other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree or substituting one year of qualifying experience for each year of the required education (4 years).
  • Plus at least three years of experience in transportation-related work.
  • Plus at least one year of qualifying experience in a supervisory capacity.
  • Plus at least one year of qualifying experience in an administrative or managerial capacity.
  • Possession of a valid driver’s license at time of employment.

Knowledge, Skills, Abilities And Competencies

Knowledge, Skills, and Abilities required at this level include knowledge of technical engineering practices and principles; of management principles; of engineering plans and specifications; of right-of way activities; of all aspects of field roadway construction; of highway contracts administration; of supervisory principles and practices; and of transportation systems and planning principles. Ability is required to design and implement construction plans; to organize projects; to establish and maintain effective working relationships with others; to collect and organize data; to conduct inspections; to direct the activities of a transportation branch; and to assist in the planning and directing of the activities of a division.

Level Descriptor

At this level incumbents perform various managerial duties as a principal assistant to the head of a division. Incumbents at this level will be responsible for assisting in the planning and directing of the activities of a division.
