The Hydrology Bureau performs a wide range of activities in support of the Office of the State Engineer and Interstate Stream Commission. Bureau hydrologists collect hydrologic data, create water resource models, assist in policy development and planning, evaluate water availability, quantify hydrologic impacts, provide expert testimony for litigation, and manage technical projects. The Hydrology Bureau also provides geographic information systems (GIS) services, manages the statewide groundwater level monitoring program and operates the OSE library archives.

Why does the job exist?
The purpose of this position is to manage all phases of the general operations of a Hydrology Bureau, including managing staff performance, setting goals and providing direction to staff, assigning incoming work, and reviewing and approving work product. This position makes daily decisions that are based on Statutes, Court Orders, Licenses and OSE/ISC regulations, policies and guidelines, including evaluation of hydrologic aspects of agency policies and methods related to water rights administration. The position provides technical support to the State Engineer and agency upper management staff, and is required to represent and speak on behalf of the agency at meetings with various political subdivisions and the public, and may be required to provide expert testimony in litigation settings. It is also responsible for professional services contract management and related fiscal planning and management of the bureau.
How does it get done?
1. Directs the bureau's investigations, supervises staff, performs personnel management functions, and guides strategic planning activities for the bureau.
2. Prepares budget requests for project funding based on cost estimates; monitors bureau's expenditures for compliance.
3. Prepares and manages project proposals, agreements, and contracts with governmental and academic entities as well as outside consultants.
4. Provides assistance to the State Engineer and Water Rights Division Director; provides quality assurance on other hydrologic related work and issues for he OSE.
5. Reviews and comments on pertinent proposed legislation, agency grant proposals, and comment on agency investigations and studies.
7. Conducts water resource investigations in support of water rights administration and water resource management that are consistent with statutes, regulations, policies and procedures by the required deadline for each assigned project.

Ideal Candidate

Minimum Qualification
Bachelor's Degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and eight (8) years of relevant experience, six (6) years of which must be in a supervisory role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage. Travel may be required to work at alternate sites and field visits for extended hours that may consist of work in adverse weather conditions.
