Why does the job exist?
This position participates in strategic planning to meet agency goals, carries out child welfare program evaluation projects for the agency, synthesizes and analyzes data from various sources to support continuous quality improvement, and supports agency management in data driven decision making and resource allocation across the agency. This position will carry out the functions necessary to conduct program evaluation within an established infrastructure for that includes a systemic method for collecting, analyzing and using information to answer questions about child welfare projects, policies and programs, and will provide reporting and guidance to agency program directors about a program's effectiveness and efficiency. This position will be responsible for developing and calculating CYFD Performance Measures, Federal Reporting Requirements, and will assist in the comparison of Kevin quantitative metrics and qualitative metrics to assist the agency making progress toward the target outcomes within the Kevin S Settlement Agreement.
How does it get done?
Engages in the collection and analysis of data using valid sources to better understand CYFD programs and their performance related to CYFD Performance Measures and Federal Data Indicators.
Assists with report writing by providing data to support findings and recommendations. Supplies information and data to help CYFD Managers, Directors, and Leadership make data-informed decisions. Provides data and evaluation support to federal programs and reporting such as the CAPTA Annual State Report, the CBCAP Application and Report, the Kinship Navigator Plan, the Title IV-E State and Prevention Plan, and the Child and Family Services Plan/Annual Progress and Services Report.
Utilizes dashboards or other visualizations to communicate finding, status of performance measures, federal data indicator, or other key measures; updates the OPA CYFD web page with approved data measures and finding.
Help design evaluation studies and develop data collection instruments.
Collaborates with CYFD program and field staff, along with external stakeholders, to promote data-driven decision-making regarding practices, policies, or training.
Contributes to developing methods for measuring program outputs, outcomes, and impact on children, youth, families, and staff.
Minimum Qualification
High School diploma or equivalent and two (2) years of experience directly related to the position in providing GIS support, research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting: late hours and weekend work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel is required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.
