Join our dynamic team at the Minnesota Department of Health we are hiring a Budget & Financial Analysis Lead to manage budget reporting and monitoring for its $1.8 billion annual budget. This role provides strategic financial analysis, supports decision-making, and collaborates with internal and external partners to improve public health programs. Your key responsibilities will include:
- Serve as the department’s expert on budget monitoring, optimizing use of state systems.
- Lead complex budget analyses to meet internal and external needs.
- Drive special projects as assigned by leadership, impacting agency-wide financial strategies.
This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location. Telework 50% or more may be allowed based on position needs and location.
MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.
This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
Qualifications
Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of the minimum qualifications will be considered for this position.
Three (3) years of work experience in public financial operations, such as in the areas of: accounting, budgeting, cost allocation, expense/revenue forecasting, financial reporting, internal controls, or similar functions within an organization.
- Knowledge of GAAP, governmental fund accounting, and state fiscal policies.
- Proven experience with Statewide Integrated Financial Tools (SWIFT) or similar procurement and financial reporting system.
Minimum Qualifications to be assessed during the interview process:
- Excellent communication skills for diverse audiences.
- Strong financial analysis, interpretation, and presentation skills.
- Ability to collaborate effectively across teams and build positive working relationships.
- Basic understanding of federal and state regulations related to public funding and indirect cost rates.
- Excel Skills with pivot tables and VLOOKUP.
A degree in Accounting, Finance, Business Administration or other related degree will count towards experience as follows:
Associates degree - 6 months, bachelor's degree - 12 months, master's degree - 18 months
Preferred Qualifications
- Comprehensive working knowledge of the state’s financial management IT systems, including the SWIFT accounting system, SEMA4 human resources/payroll system, BPAS budgeting system, AMA appropriation system, and OBIEE/Data Warehouse.
- Knowledge of State of Minnesota financial-related laws, policies, procedures, and regulations.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
- Knowledge of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and Generally Accepted Accounting Principles.
