Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; ORSix years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
· Supervises and directs staff engaged in contracts and procurement activities, providing daily guidance, assigning work, and ensuring timely, accurate completion in compliance with policies and regulations.
· Develops goals, objectives, and strategic plans for the Director’s Office Contracts and Procurement section while overseeing all procurement operations for the BHSF Bienville office.
· Establishes and maintains tracking and control systems to monitor procurement activities, ensuring adherence to state and federal regulations and internal policies.
· Oversees analysis of procurement actions to identify cost-saving opportunities and support efforts to reduce administrative expenditures.
· Provides expert guidance on complex contracts, amendments, and procurement methods; interprets applicable laws and serves as liaison with the Office of State Procurement.
· Leads and supports BHSF programs in developing and processing contracts, RFPs, and cooperative purchasing agreements, including planning timelines, identifying procurement methods, and ensuring efficient system utilization.
· Represents executive leadership in meetings and projects, supports section operations as needed, and manages staff performance through evaluations, training, conflict resolution, and personnel actions.
