The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services works to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This mid- to advanced-level network engineer position serves within the Office of Technology Services (OTS) - Network Communication Services (NCS) Core and Data Center Network Operations. The incumbent acts as a technical lead over projects and provisioning efforts within OTS’s highly complex, multi-agency core, backbone, and data center infrastructure. Primary responsibilities include provisioning advanced network services; leading or supporting infrastructure design and large-scale migration projects; and serving as a Tier 3 escalation point for network incidents impacting statewide operations. The position routinely coordinates with internal teams, vendors, and customer agencies, and contributes to planning for cloud integration, VoIP design, disaster recovery, and continuity of operations. The engineer is expected to mentor junior staff and actively pursue formal training to remain proficient in technologies such as MPLS, BGP, load balancing, and software-defined networking.

Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Note:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Lead Core and Backbone Network Projects and Maintenenace Activities
- Leads the network portion of multi-disciplinary projects involving the backbone and data center infrastructure
- Designs advanced Layer 2/3 networking solutions for the data centers and backbone, in alignment with architecture strategies
- Advises management and peers on efficient and cost-effective implementations of OTS network standards
- Coordinates with OTS peer groups to establish and execute project plans
- Interacts with agency representatives to ensure technical needs and schedules are met
- Plans and leads maintenance windows for complex network updates and configuration changes
- Stages, configures, deploys, and certifies core hardware and software solutions
- Assists with design and deployment of core VoIP infrastructure
- Provides scheduled and ad-hoc project updates to management
- Ensures technical knowledge from projects is shared across OTS teams, including NOC and Operational Support
- Leads complex troubleshooting efforts involving data center and backbone incidents, often requiring coordination across multiple teams and vendors
- Takes ownership of significant NOC incidents at the direction of management
- Mentors associate engineers and support personnel on troubleshooting methods and organizational procedures
- Completes advanced training necessary to support assigned duties
- Maintains up-to-date knowledge of core networking technologies including MPLS, BGP, load balancing, and software-defined networking
- Participates in the development, maintenance, and testing of disaster recovery and continuity of operations procedures for backbone and data center network services
- Assists senior engineers and architects with evaluations and implementations of emerging technologies relevant to OTS infrastructure
