The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.
This position is part of the Edge Operations team within the Office of Technology Services (OTS) – Network Communication Services and plays a critical role in advancing and maintaining edge network infrastructure that supports Louisiana state agency offices and state-owned or leased multi-tenant facilities. Working closely with the OTS network architect, the Senior Network Engineer contributes to the evaluation and development of emerging technologies, creates implementation strategies and deployment playbooks, and ensures consistent application of networking standards across all regions. The role also acts as a Tier 3 escalation resource and collaborates with core/data center senior engineers to ensure cohesive interoperability between edge and core environments. The engineer is expected to maintain expert-level knowledge across both edge and core network technologies, lead the administration and development of the state's Network Access Control (NAC) systems, support hosted voice over IP (VoIP) systems, and actively pursue ongoing training to remain current with the evolving state of enterprise networking.

Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor’s degree plus five years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master’s degree plus four years of experience in information technology or administrative services.
Experience Substitution:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Lead edge network development and implementation efforts in coordination with OTS architectural strategy:
- Collaborate with the OTS network architect in researching and developing new edge network technologies for deployment across agency and multi-tenant facilities
- Author and maintain implementation strategies, technical standards, and repeatable playbooks for use by OTS staff and contractors
- Translate architectural designs into executable deployment methods that integrate both modern and legacy networking technologies
- Provide subject matter expertise for complex edge deployments, including SDN platforms, enterprise Wi-Fi, and secure access control
- Lead implementation and lifecycle management of Network Access Control (NAC) systems used statewide, including policy enforcement and integration with agency infrastructure
- Support hosted VoIP infrastructure through technical improvements to routing, prioritization, segmentation, and quality of service (QoS) for voice traffic, including integration with edge firewalls, switches, and IP addressing plans
- Ensure that all implementations maintain alignment with core/data center interoperability standards and statewide IT policies
- Coordinate with regional and core networking teams to ensure alignment of edge deployments with centralized infrastructure and security practices
- Serve as a lead resource for technical planning, staging, and validation of edge hardware and software
- Resolve critical and persistent network issues escalated from regional engineers or the OTS Network Operations Center (NOC)
- Lead root cause analysis and post-incident reviews for edge-related disruptions, documenting findings and corrective actions
- Work with vendors and internal teams to resolve service-impacting issues across both NAC, SDN, hosted VoIP, and traditional technologies
- Troubleshoot hosted VoIP-related network issues such as jitter, latency, packet loss, misconfigured VLANs, and voice traffic path inconsistencies, including firewall and NAT traversal issues
- Maintain thorough documentation of problem resolution procedures and recurring technical patterns
- Deliver formal and informal technical training sessions to lower-level engineers on tools, techniques, and deployment practices
- Guide teams on interpreting and applying OTS-developed implementation playbooks
- Provide coaching and feedback during project execution and troubleshooting engagements
- Provide technical guidance on hosted VoIP infrastructure, emphasizing voice traffic prioritization, network path optimization, and integration across LAN/WAN boundaries to ensure performance and reliability
- Contributes to the development and testing of disaster recovery plans and procedures for core and data center infrastructure.
- Provides operational support for agency Emergency Support Functions (ESFs) to ensure continuity.
- Sustain a deep understanding of both edge and core networking technologies, including routing protocols, switching platforms, SDN architectures, wireless systems, NAC systems, hosted VoIP, and interoperability best practices
- Assess advancements in communication platforms and associated network requirements to refine configurations, improve service performance, and develop training content for both personal development and for OTS staff involved in support and troubleshooting
- Complete ongoing training, certifications, and hands-on evaluations to stay current with enterprise networking trends and tools used by OTS
- Contribute to strategic planning initiatives, technical evaluations, or other statewide IT projects as directed by OTS leadership
