Six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.
Job Duties:
- Provides functional supervision over staff in the development, submission, and processing of contracts and RFPs, including determining procurement methods and establishing timelines, roles, and workflows;
- Oversees procurement and purchasing operations, serving as a subject matter expert and ensuring compliance with state systems, policies, and procedures;
- Reviews and analyzes financial transactions such as encumbrances, budget adjustments, payment schedules, and funding sources to ensure accuracy and proper fiscal management;
- Develops procurement documents including specifications, purchase orders, and contract lease agreements, while maintaining detailed tracking systems and databases;
- Serves as liaison between internal teams, vendors, and state procurement offices to resolve issues and ensure smooth contract and purchasing processes;
- Analyzes legislation and complex budget reports to assess fiscal impact and ensure compliance with federal and state regulations, providing detailed reports to leadership;
- Supports staff development through training and cross-training, while assisting leadership with special projects and contributing to overall operational efficiency.
