This role serves as a key strategic leader within the Bureau of Health Services Financing (BHSF), helping oversee and manage a Medicaid budget exceeding $16 billion and supporting healthcare services for 1.6 million residents. Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
- Directs and manages the development, maintenance, and monitoring of administrative budget policies, complex funding methodologies, and cost allocation models to ensure sufficient funding for the Medicaid Medical Vendor Administration program.
- Provides oversight of programmatic expenditures to ensure proper allocation, availability of required match funding, and maximization of federal funds while maintaining compliance with legislative and regulatory requirements.
- Serves as liaison between Medicaid leadership and federal, state, and legislative entities, preparing and directing responses related to complex Medicaid funding methodologies and ensuring compliance with CMS guidelines.
- Directs contract preparation, amendments, procurement activities, and funding source verification to ensure accuracy, compliance, and efficient monitoring of Medicaid contracts.
- Supervises day-to-day operations of the Financial Management Vendor Administration section, providing leadership, performance management, staffing decisions, and guidance on policy, budget, and technical issues.
- Reviews and guides policy changes affecting Medicaid programs, assessing fiscal impacts, interpreting CMS regulations, and making recommendations to executive leadership; represents the agency in legislative committees and CMS financial reviews.
- Oversees development of advanced analytical projects and expenditure forecasts, including monthly Medicaid forecasts and long-term budget outlooks, and directs preparation of the Medicaid administrative budget request.
