The Financial Management and Operations (FMO) Section plays a critical role in overseeing a $16.8 billion budget that supports healthcare for 1.6 million residents each year. Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
- Direct and manage the Financial Management Administration section, overseeing the development, implementation, and monitoring of administrative budget policies and procedures
- Lead the development and analysis of complex funding methodologies, cost allocation plans, and financial models to ensure adequate funding of the Medicaid MVA program
- Oversee allocation and coordination of program expenditures, ensuring proper match availability, appropriate distribution, and full utilization of federal funding
- Analyze fiscal and programmatic impacts of budget scenarios, including new initiatives, legislative changes, and required budget adjustments, and recommend actions to executive leadership
- Administer budget controls to ensure compliance with legislative requirements and optimize the use of financial resources across all programs and services
- Serve as a key liaison with federal and state partners, including CMS and state oversight agencies, on funding methodologies and their fiscal impact
- Direct the preparation, processing, and tracking of Medicaid contracts, amendments, and procurement activities, including requests for proposals (RFPs)
