What are the responsibilities and job description for the DOTD Program Specialist 1-3 (Support Services) position at State of Louisiana?
This position functions as an assistant to manage the consultant contract procurement and contract administration programs of the Right of Way Section. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
Assists the operations of the Right of Way Section's consultant contract operations. Assists in handling the duties related to the proper operation, coordination and management involving all contracts for the Right of Way Section.

Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:- Contract Selection/Execution – Obtains approval to advertise, prepares advertisement, accepts RFQ’s from applicants, distributes submittals to Project Evaluation Team and collects team’s scores. Uses a ranking matrix to determine ranking order and shortlist and routes to the Secretary. Composes and executes contracts based upon Secretary’s selection.
- Task Order Selection/Execution – Processes requests for consultant work from the Chief Appraiser and Regional Managers. Sends out task order queries, receives responses from consultants and ranks firms using secondary selection matrix. Composes and executes task order once consultant has been selected. Ensures all relevant project information (maps, title reports, parcel descriptions) is provided to the consultant. Tracks task order end-dates to ensure task order contracts don’t lapse.
- Creates, maintains and audits Right of Way contract objects in the RE Module (LaGov). The objects help maintain fiscal responsibility in helping track all payments made using Right of Way funds in the .3 Phase. Payments entered in the RE Module include: court costs, consultant and ownership payments. Also enters litigation related payments for the Legal Section. Legal payments can include: accrued court costs, attorney and expert witness fees. Solely responsible for entering approximately 250 payments per quarter.
- Ensures compliance with all Federal and State regulations in regard to the contractual process. Maintains records and status of consultant contracts on DOTD projects where appraisal/acquisition is required. Provides requested assistance in a timely manner with continual follow up to ensure the needs of appraisal/acquisition are being met to move to timely completion.

Compensation:
DOTD Program Specialist 1 - Starting salary is $16.86/hourly
DOTD Program Specialist 2- Starting salary is $18.04/hourly
DOTD Program Specialist 3- Starting salary is $20.65/hourly
Appointment: This position will be filled as a promotion and is only open to current DOTD permanent-status employees.
