Description
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.

Responsibilities include but are not limited to the following:
- Under general direction, provides consultative services and technical assistance on educational programming for students with disabilities, as defined by the Individuals with Disabilities Education Act (IDEA) and implementing regulation (707 KAR 1:002), to local school district personnel, other state and local agencies, and parents/guardians of students.
- Accurately interpret and enforce the Individuals with Disabilities Education Act (IDEA) in regard to federal laws, state regulations, and polices for local school districts.
- Review and investigate allegations that a school district has violated a requirement of state or federal special education law.
- Support the evaluation, planning, and development of appropriate educational programming for students with disabilities.
- Produce with accuracy and within the 60-day timeline a Report of Findings as it relates to the IDEA formal written complaints portion of the dispute resolution process.
- Work with district staff throughout the Corrective Action Plan (CAP) process, if applicable.
- Keep division director informed of any problems or issues that arise as it relates to an IDEA formal written complaint.
- Participate on various KDE project teams and cross-functional work groups.
- Support critical work around strategic priorities of the agency and office.
- Produce data and information for state and federal reporting as it relates to IDEA formal written complaints.
- Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Must have four years of professional experience in the field of education.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must have full certification in special education or exceptional children education. Work is typically performed in an office or school setting. Travel may be required.
