Description
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.

Responsibilities include but are not limited to the following:
- Provides consultative services and technical assistance to local school district personnel and other state and private educational agencies in the development, coordination and implementation of educational programs.
- Accurately interpret and apply the Individuals with Disabilities Education Act (IDEA) regarding federal laws, state regulations, and policies for local school districts.
- Provide professional support through the development, coordination and implementation of guidance and technical assistance to local school district personnel and other state and local agencies around programmatic IDEA requirements for special education programming for students with disabilities. Support critical work around strategic priorities of the agency and office.
- Plan, research, and write guidance materials and resources to provide guidance to districts, schools, teachers and families with students with disabilities. Make presentations to support the implementation of IDEA and state laws for students with disabilities.
- Plan, develop, review, analyze and monitor guidance documents and training materials for accuracy to ensure conformity with policies, regulations, statutes and procedures.
- Provide assistance to staff and aggregate information to gather and provide data to interpret and apply federal and state statutes, regulations and policies and procedures related to the federally and state required annual performance report. Serves on committees and task forces.

Minimum Requirements
EDUCATION: Graduate of a college or university with a master's degree in education or a related field.
EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in education, career and technical education, or a related field.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Current Rank II or Rank I certification by the Department of Education or Education Professional Standards Board will substitute for the required educational requirement. Additional professional experience in the field of education will substitute for the required educational requirement on a year-for-year basis.

Work is typically performed in an office or school setting. Travel may be required.
