Description
The Department of Workforce Development is comprised of the Office of Vocational Rehabilitation, the Office of Adult Education and the Division of Technical Assistance. Our Department connects Kentucky to employment, workforce information and training through Kentucky Career Centers.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.
This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Uses data- oriented programming languages and tools to collect, query, analyze and report on data; performs other duties as assigned.

Job Duties:
- Manage the statewide Workforce Innovation and Opportunity Act (WIO) Eligible Training Provider List (ETPL) system by verifying provider eligibility, support users, manage access, promote system use and monitor updates
- Maintain accurate data and documentation; coordinate with agencies and IT for reporting; prepare reports on training outcomes; collaborate with stakeholders to resolve concerns while protecting the confidentiality of participants and program information
- Perform data validation by reviewing, verifying and resolving discrepancies; document findings, support data cleaning efforts and maintain compliance with all privacy and security policies
- Analyze, train and report on workforce program data to ensure compliance, support continuous improvement, validate data accuracy, identify trads and stay current with applicable regulations and guidance
- Perform other duties as assigned.
- Knowledge of WIOA law, guidance and regulations
- Familiar with workforce development case management systems
- Skill in oral and written communication
- Demonstrated experience collecting, analyzing and submitting data and performance reports to US Department of Labor
- Demonstrated experience monitoring staff documentation for compliance including verifying reporting elements with source documentation, developing corrective action plans for areas of non-compliance and monitoring areas for compliance
- Demonstrated experience working with frontline administrators of WIOA and Wagnery-Peyser

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree OR a graduate of a college or university with an associate's degree in information technology (IT) or related field OR certification in an IT-related field.
EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in IT data analysis.
Substitute EDUCATION for EXPERIENCE: A master's degree in computer science will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Two years of additional related experience in IT data analysis will substitute for the education requirement.

Working Conditions
Incumbents working in this job title typically perform duties in an office setting. May require minimal travel.
