The State Fund Legal program is seeking a motivated legal professional to supervise, direct, and oversee the work of the Complex Legal Unit. The Unit is comprised of attorneys who handle complex non-appellate and appellate cases, provide legal opinions and guidance to various departments throughout State Fund on various Workers’ Compensation regulatory and labor code issues, and represent State Fund on various complex workers’ compensation issues facing the industry. The successful candidate will also work closely with internal and external business partners, and lead projects that affect the State Fund Legal department. The Assistant Chief Counsel will be required to attend in-person/mandatory meetings at various offices.
Your Role:
The Assistant Chief Counsel serves under the authority of the Deputy Chief Counsel.

• Lead, manage, supervise, develop, and train the staff of the assigned unit including providing training on the use of Legal’s case management systems and document management systems.
• Supervise the provision of high-quality legal services, ensuring timely responses, quality preparation, effective presentation, and sensible and efficient finalization.
• Perform administrative duties such as budget preparation and control, asset acquisition and maintenance, and statistical reporting.
• Maintenance of assigned caseload, litigation skills, including trials, conferences, hearings, depositions, negotiations, employer meetings, legal research, and correspondence.
• Effectively supervise the work of subordinate personnel in performing legal research and analysis; drafting opinions, pleadings, and/or proposed regulations and legislation; complex negotiations, and litigation.
• Assign and delegate work to subordinate employees.
• Adapt plans and schedules to meet changing priorities of work objectives, personnel, resources and/or workload demands.
• Anticipate consequences of present decisions and courses of action.
• Resolve performance issues by planning and implementing measures to improve employee performance.
• Conduct effective employee performance appraisals to provide attorneys and staff information regarding their performance and levels of expectations in a timely and effective manner.
• Introduce changes in the program in a positive manner to gain buy-in from employees and to ensure assigned operation runs smoothly.
• Conduct meetings with attorneys and staff to communicate information that is necessary for job performance

Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. • Proficient knowledge of legal terms and forms in common use to ensure effective communication and performance of job duties.
• Proficient knowledge of legal research methods, workers’ compensation and appellate statutory and case law, court procedures, administrative law, rules of evidence and procedure to ensure accurate advice and recommendations, effective presentations and/or representation of State Fund and the reduction of risk.
• Proficient knowledge of project management.
• Proficient knowledge of technical computer systems and State Fund standard software applications such as Share Point, CARE, TeamConnect and pertinent online resources, including but not limited to EAMS, TrueFiling and California Courts of Appeal.
• Proficient knowledge of data analysis, compilation, and interpretation.
