The Mission of the Community Police Alliance (CPA) is to redirect individuals from legal involvement to human services resources. The CPA provides intensive case management, support and guidance to residents and other individuals in need of social, behavioral, medical, and economic assistance services who are referred to the program by participating municipal police departments within Somerset County.
Position Summary
The Community Police Alliance Supervisor (CPAS) serves as the program administrator and supervisor of CPA program. Duties include but are not limited to direct supervision of CPA case managers; managing day-to-day program operations and consultation on referrals with staff and law enforcement; scheduling coverage for participating police departments; and scheduling and convening regular meetings with CPA case managers and designated police liaisons to review program activities and data to inform practice improvements. The CPAS is responsible for developing and refining the CPA case management practice model; developing and implementing quality assurance and quality improvement processes; developing program policy and procedure; collaborating with County IT staff to develop and improve data collection and reporting, including development of meaningful outcome measures; and ensuring that the program operates in alignment with memoranda of understanding with participating police departments. The CPAS collaborates with staff within the County Department of Human Services to provide community outreach, serves as a member of various County and local human services work groups and committees, and provides presentations on the CPA to promote understanding of the program.
Essential Functions
:
- Participates in onboarding training as appropriate
- Provides case management and administrative supervision to CPA case managers
- Establishes and maintains collaborative relationships with participating municipal police departments
- Developing, implementing, and refining the program’s case management practice model
- Develops program policy and procedure for review and approval by the Director of Human Services and County counsel
- Develops data collection and reporting processes and standards
- Designs monthly program reports to include quantitative and qualitive data, including performance and outcome measures
- Collaborates with the County IT department to ensure that the CPA data system supports program operations and reporting
- Ensures that CPA case managers adhere to the program practice model, policy and procedure, documentation standards, and data collection and reporting requirements
- Responds to CPA case manager requests for guidance and support
- Attends meetings with CPA case managers and law enforcement agencies on a regular basis to review program activities and outcomes, consult on cases, build rapport with municipal police department officers and leadership, and promote collaboration to improve program operations
- Serve as a point of contact person with system partners who offer resources that meet the needs of residents working with the CPA

- Serve as a representative in meetings with systems partners as assigned by the Director of Human Services
- Develops and supports linkages to service providers that can meet the needs of residents referred to the CPA
- Works with CPA case managers to create monthly reports for review by the Director of Human Services prior to dissemination to each participating municipal police department
- Provides intensive case management and advocacy for residents who are assigned to their case load
- Attends workshops, training, and conferences as requested and approved by the Director
- Conducts community outreach (public speaking engagements, distribution of marketing materials) as assigned by the Director
This position reports to the Director of the Department of Human Services and provides case management and administrative supervision to CPA staff.
Qualifications
Essential
- Master’s degree in social work, psychology, or related field with a minimum of 2 years of experience as a case manager and a minimum of one year of experience with program development and administration.
- LCSW, LPC, or LMFT required
- Knowledge of and experience working with law enforcement/criminal justice systems and municipal and county courts.
- Possesses broad knowledge of the programs and services available to residents of Somerset County
- Excellent oral and written communication skills
- Valid NJ Driver’s License in good standing.
Preferred
- Bilingual (Spanish/English)
- Independent Clinical License (LCSW, LPC)
- Prior experience with program design and development
- Prior experience with data collection and management
Salary: $90,000-$105,000/year
