About the role:

Serve as Portsmouth Power owner technical authority. This role owns the technical basis, owner requirements, design assurance, technology/configuration evaluation, engineering interfaces, utility/interconnection technical coordination, constructability input, and technical readiness for procurement, permitting, execution, commissioning, and operations readiness.


Office Location: We are hiring for this position in NY and CA and are also open to candidates located in Ohio or Texas. Compensation may vary depending on geographic location, experience, and other job-related factors.


What success looks like in the first 6-12 months

  • Owner technical requirements, basis of design, design review process, and technical decision log established and controlled.
  • Power generation architecture, BOP, electrical interconnection, gas/fuel, water, emissions, site layout, commissioning assumptions, and tenant interface requirements integrated into a coherent technical basis.
  • Owner Engineer, PMO, EPC/EPCM, OEM, utility, and consultant engineering scopes clearly aligned with DOR/RACI and deliverable expectations.
  • Long-lead equipment technical requirements and bid evaluation criteria established for procurement decisions.
  • Technical risks surfaced early with clear implications for cost, schedule, permits, commercial commitments, and execution readiness.


Key responsibilities

  • Own the owner-side technical strategy and technical governance framework for Portsmouth Power, including basis of design, owner requirements, technical specifications, design review protocols, and technical decision rights.
  • Lead technical evaluation of power generation configurations, balance-of-plant, electrical interconnection, switchyard/substation, transmission interface, gas/fuel supply interface, water/wastewater, emissions, controls, and commissioning requirements.
  • Manage Owner Engineer and technical consultants to ensure deliverables are fit-for-purpose, decision-ready, and aligned with program schedule and procurement needs.
  • Review and challenge PMO, EPC/EPCM, OEM, and consultant technical assumptions, design deliverables, studies, specifications, engineering schedules, and procurement packages.
  • Support technology and OEM due diligence, including gas turbine/major equipment selection, constructability, operability, maintainability, performance, availability, emissions, lifecycle cost, and supply chain implications.
  • Partner with Procurement and Commercial on RFQ/RFP inputs, technical bid evaluations, scope clarifications, deviations, award recommendations, and contract technical exhibits.
  • Partner with Program Delivery and Program Controls to ensure design maturity, engineering deliverables, permitting dependencies, interconnection milestones, and commissioning assumptions are reflected in the integrated master schedule.
  • Coordinate technical interfaces with utilities, RTO/interconnection stakeholders, gas/fuel providers, site/infrastructure teams, tenants/customers, permitting consultants, and regulatory stakeholders.
  • Establish design assurance, value engineering, constructability review, management of change, and technical risk processes without slowing decision velocity unnecessarily.
  • Build future engineering and technical capability as the program matures, including discipline engineering, commissioning/ops readiness technical input, QA/QC, and document control interfaces.
  • Travel as required.

  • GM, Program Delivery/Integration, Program Controls, Commercial/Contracts/Offtake, Procurement, Gas/Fuel Supply, Permitting, Construction/Site Delivery.
  • Owner Engineer, PMO technical team, EPC/EPCM engineers, SoftBank Energy, OEMs, utilities, RTO/interconnection stakeholders, permitting consultants, and tenant technical teams.
  • SoftBank technology, finance, legal, government affairs, insurance, and executive stakeholders as needed for major technical decisions.


Required qualifications

  • Bachelor degree in electrical, mechanical, civil, chemical, power systems, or related engineering field.
  • 15 years of engineering leadership experience in power generation, energy infrastructure, utilities, transmission/substation, oil and gas, LNG/midstream, industrial infrastructure, or comparable capital-intensive projects.
  • Demonstrated experience supporting large capital projects from development/FEED through procurement, execution, commissioning, and operations readiness.
  • Deep knowledge of power generation systems, balance-of-plant, electrical interconnection, major equipment, constructability, commissioning assumptions, technical risk, and design assurance.
  • Experience managing Owner Engineer, Softbank Energy, EPC/EPCM, OEM, or technical consultant deliverables and holding external technical parties accountable.
  • Ability to translate technical issues into commercial, schedule, permitting, reliability, operability, and executive decision implications.
  • Strong safety, quality, technical integrity, and management of change mindset.
  • Strong written and verbal executive communication skills with ability to brief technical decisions clearly and concisely.


Preferred qualifications

  • Professional Engineer license or equivalent technical credential.
  • Experience with combined cycle, simple cycle, peaking generation, gas turbines, HRSGs, transformers, switchgear, substations, switchyards, transmission interconnection, and related BOP systems.
  • Experience with PJM, AEP, FERC, NERC, or comparable utility/RTO/interconnection processes.
  • Experience with hyperscale data center power requirements, high-reliability power systems, microgrids, energy storage, advanced cooling, or large industrial load integration.
  • Experience with emissions/permitting engineering, water/wastewater constraints, gas supply interfaces, and technology down-select decisions.
  • Advanced degree in engineering, energy systems, business, or project management.
