About the role:

Lead gas and fuel supply strategy for Portsmouth Power. This role owns the fuel supply plan, natural gas transportation strategy, pipeline and utility interfaces, fuel reliability requirements, commercial supply options, market/risk analysis, nomination/scheduling readiness, fuel-related permitting and engineering inputs, and coordination with power generation, commercial/offtake, procurement, engineering, controls, and delivery.

What success looks like in the first 6-12 months

  • Fuel supply strategy established, including demand profile, reliability requirements, supply sources, transportation options, pipeline/LDC/interface requirements, fallback options, and commercial risk exposure.
  • Gas/fuel assumptions integrated into project basis of design, power configuration, permitting strategy, commercial/offtake model, procurement plan, and master schedule.
  • Pipeline/interconnection responsibilities, regulatory path, tariff considerations, and contractual pathways identified with decision points for leadership.
  • Preliminary fuel economics, price exposure, firm/interruptible transportation options, balancing, winter reliability, and operational flexibility assumptions documented.
  • Fuel supply risks made visible in the program risk register with mitigation owners and decision deadlines.

Key responsibilities

  • Develop and own the Portsmouth gas/fuel supply strategy, including load/fuel demand profiles, reliability requirements, supply options, transportation pathways, pipeline/LDC interfaces, fuel quality, balancing, and backup/contingency concepts.
  • Lead commercial and technical evaluation of natural gas supply, transportation, storage, pipeline capacity, interconnects, compression, metering, pressure, fuel gas conditioning, and delivery reliability options.
  • Coordinate with Engineering & Technical to ensure fuel requirements, pipeline interface, pressure/quality assumptions, metering, controls, safety, emissions, site layout, and commissioning needs are reflected in design and procurement packages.
  • Coordinate with Commercial, Contracts & Offtake on gas supply agreements, transportation agreements, balancing services, fuel risk allocation, pass-through/cost recovery, hedging strategy inputs, and offtake/customer implications.
  • Coordinate with Program Controls to integrate gas supply milestones, studies, interconnection work, permits, contracts, pipeline capacity decisions, and commissioning requirements into the master schedule and risk register.
  • Coordinate with Procurement on fuel-related equipment or services where required, including metering, regulation, compression, pipe, gas conditioning, controls, and related long-lead items.
  • Engage pipelines, LDCs, marketers, utilities, consultants, regulatory stakeholders, and potential fuel suppliers to understand commercial availability, technical constraints, timing, and risk.
  • Support fuel-related permitting, environmental, air emissions, water, safety, and regulatory inputs in coordination with Permitting & External Approvals and Engineering.
  • Develop fuel market intelligence, price-risk inputs, sensitivity cases, reliability scenarios, and executive recommendations for key decisions.
  • Build future fuel management operating model, including gas scheduling/nominations, contract administration, imbalance management, settlements, reporting, and handoff to operations readiness.
  • Travel as required.

Key interfaces

  • GM, Engineering & Technical, Commercial/Contracts/Offtake, Program Controls, Program Delivery/Integration, Procurement, Permitting & External Approvals, Construction/Site Delivery, Finance, Legal, and Insurance.
  • Natural gas suppliers, marketers, interstate/intrastate pipelines, LDCs, utilities, fuel consultants, EPC/EPCM contractors, Owner Engineer, and regulatory stakeholders.
  • Operations readiness, commissioning, and future plant operations organization.

Required qualifications

  • Bachelor degree in business, engineering, economics, energy management, finance, supply chain, or related field; equivalent natural gas commercial/operations experience may be considered.
  • 7 years of experience in natural gas supply, fuel management, gas scheduling, midstream, pipeline transportation, power generation fuel procurement, energy trading, commercial origination, or utility fuel operations.
  • Strong understanding of natural gas markets, pipeline transportation, nominations/scheduling, capacity, tariffs, balancing, firm versus interruptible service, pipeline interfaces, and fuel reliability planning.
  • Experience supporting gas-fired generation, industrial load, utility fuel supply, midstream development, or large energy infrastructure projects.
  • Ability to translate gas market and pipeline constraints into project cost, schedule, reliability, permitting, commercial, and operational implications.
  • Experience working with legal/commercial teams on gas supply, transportation, capacity, balancing, or related energy agreements.
  • Strong analytical capability with ability to develop scenarios, compare options, quantify risks, and prepare executive-ready recommendations.
  • High safety, compliance, and integrity standards in dealing with suppliers, markets, contracts, and operational reliability.

Preferred qualifications

  • Experience with large gas-fired generation portfolios, combined cycle/simple cycle projects, or utility-scale power project development.
  • Knowledge of FERC-regulated pipeline processes, NAESB standards, tariff structures, gas control/scheduling systems, and settlement processes.
  • Experience with PJM or comparable power market requirements and how fuel risk affects capacity, availability, dispatch, and offtake obligations.
  • Experience structuring firm transportation, long-term gas supply, storage, balancing, peaking, or fuel risk management arrangements.
  • MBA, MS, or advanced degree in energy, finance, engineering, economics, or business.
  • Experience with hedging/risk management, commodity analytics, price curves, basis risk, and credit/counterparty risk.

Leadership attributes

  • Commercially grounded and operationally realistic: knows that fuel supply is not just a spreadsheet assumption.
  • Reliability-minded: prioritizes deliverability, pressure, balancing, winter conditions, and commissioning readiness.
  • Strong external relationship builder with pipelines, marketers, utilities, and regulators.
  • Analytical but decisive: can reduce complex market and pipeline optionality into clear recommendations.
  • Strong collaborator across engineering, commercial, controls, permitting, procurement, and operations.
