The Budget Analyst/Accounting Clerk IV plays a strategic role in guiding financial planning and resource allocation. This position requires effective communication skills, strong judgment making and critical thinking, and excellent attention to detail. It leads the analysis of complex financial data, evaluates budget
performance, and identifies key variances to inform executive decision-making. By partnering with
Division leadership, the Analyst ensures fiscal strategies align with organizational priorities and
provides expert insight into forecasting, reporting, and long-term financial sustainability.
- Analyzes financial data to detect discrepancies, ensures fiscal accuracy, and oversees fund disbursement using advanced analytics to support effective use of public resources and continuous financial strategy improvement.
- Prepares budget forecasts, journal entries, and budget transfers in accordance with GAAP and government policies and regulations.
- Prepares and monitors the annual operating and maintenance budget, create monthly financial reports, identify and researches anomalies, and provides insight and recommendations to leadership based on financial data.
- Manages revenue fee contracts, asset auction and disposal revenue, and grant income recording. Ensures timely deposits, and resolves revenue posting and budget discrepancies with the County Treasurer and the Auditor’s Office.

REQUIRED EDUCATION & EXPERIENCE:
- Bachelor’s degree in accounting, Finance, or related area of study
- At least five (5) years of experience in an accounting or finance position
- At least three (3) years of experience in budgeting, forecasting, financial analysis, or related fields such as Financial Planning & Analysis (FP&A)
- Strong analytical and mathematical skills, proficiency in spreadsheets, and a solid understanding of government regulations regarding budgeting and financial management
- Proficiency in financial and project management systems like PeopleSoft, Monday.com, Power BI
- Advises on utilization of debt instruments, non-debt funding sources, and funding availability, and ensures compliance with Debt Policy and funding restrictions.
PREFERRED EDUCATION/EXPERIENCE/SKILLS/ABILITIES:
- Professional finance designation/licenses from one or more of the following or similar designations or entities: CPA, IPMA, CMFOA, or GFOA.
