What to Expect:
The Systems Analyst supports the effective use, optimization, and ongoing operation of the SmartCare electronic health record (EHR) system across the Health & Human Services (HHS) Department. This position serves as the functional lead for system workflows, user support, training, data reporting, and operational alignment with behavioral health and HHS program requirements.

The role collaborates closely with program staff, leadership, Information Technology, the Software Administrator, and state partners to ensure accurate data reporting, regulatory compliance, and efficient system utilization. In addition to EHR support, this position provides data analysis related to behavioral health programs, departmental performance, and budget-related reporting.

The following duties are essential for this position.  However, they are not to be construed as exclusive or all–inclusive.  To be successful in this position, an individual must be able to perform each duty satisfactorily.  Other duties may also be required or assigned.

  • Serve as the primary functional support for the SmartCare EHR system across HHS programs.
  • Collaborate with the Software Administrator regarding system updates, enhancements, and technical issues.
  • Evaluate system functionality and recommend workflow improvements to enhance efficiency and compliance.
  • Assist with testing system updates and changes prior to implementation.
  • Monitor system use and identify opportunities to improve documentation and reporting practices.
  • Work with behavioral health and HHS program staff to develop and refine SmartCare workflows.
  • Analyze operational processes and recommend solutions to improve service delivery and system efficiency.
  • Ensure workflows align with state requirements, program standards, and best practices.
  • Provide onboarding and ongoing training to staff on SmartCare workflows and functionality.
  • Develop and maintain training materials, user guides, and internal documentation.
  • Serve as a subject matter expert and primary contact for end-user support and troubleshooting.
  • Coordinate with IT, the Software Administrator, and vendors to resolve system-related issues.
  • Develop, validate, and distribute required state and federal reports.
  • Collaborate with IT and the Software Administrator to extract and analyze system data.
  • Ensure accuracy, integrity, and timeliness of data submissions and reports.
  • Monitor data quality and provide guidance to staff on documentation standards.
  • Support compliance with HIPAA, confidentiality requirements, and data governance policies.
  • Provide data analysis to support behavioral health programs and departmental initiatives.
  • Assist leadership with performance metrics, outcome tracking, and program reporting.
  • Support budget-related data tracking, analysis, and reporting as needed.
  • Assist with grant, audit, and state reporting requirements.
  • Serve as a liaison between HHS programs, IT, the Software Administrator, SmartCare vendor representatives, and state agencies.
  • Communicate system updates, workflow changes, and best practices to staff and leadership.
  • Participate in regional or state meetings related to EHR systems, behavioral health reporting, and data initiatives.
  • Perform other related duties as assigned.

Minimum Education: Bachelor’s degree from an accredited college or university in Health Informatics, Public Administration, Information Systems, Behavioral Health, Business Administration, or a related field (or equivalent combination of education and experience). 

Minimum Experience: Experience working with electronic health record systems, preferably in a Health & Human Services or behavioral health setting. Experience with data reporting, analysis, and program support. Experience providing training or technical support to system users preferred. A combination of education and experience may be considered. 

Other Requirements:  A Valid Wisconsin Driver’s license.

REQUIRED COMPETENCIES:

  • Knowledge of Health & Human Services and behavioral health program operations.
  • Understanding of electronic health record systems and data reporting processes.
  • Ability to analyze data and translate program needs into workflow improvements.
  • Strong analytical, problem-solving, and organizational skills.
  • Ability to train and support staff with varying levels of technical proficiency.
  • Knowledge of state reporting requirements and data compliance standards.
  • Understanding of HIPAA and confidentiality regulations.
  • Ability to collaborate across program, technical, and administrative teams.
  • Ability to maintain confidentiality and exercise discretion when handling sensitive vendor, financial, and client-related information.
  • Demonstrated reliability, initiative, and accountability in carrying out assigned responsibilities with minimal supervision while supporting department-wide operations.

  • Work is performed primarily in an office environment within the Health and Human Services Department, with standard office conditions and minimal exposure to physical risk.
  • Position requires prolonged periods of sitting, standing, and walking; frequent use of a computer workstation, keyboard, mouse, and standard office equipment.
  • Duties require frequent visual acuity to review reports, dashboards, spreadsheets, system screens, process documentation, and written materials, including close vision for detailed data analysis and validation.
  • Hearing and speaking are required to communicate effectively with program staff, administrative staff, Information Technology personnel, vendors, and external partners, both in person and via telephone or virtual meetings.
  • Manual dexterity is required for accurate data entry, document handling, report preparation, and operation of office and technology equipment.
  • Occasional lifting, carrying, or moving of files, records, training materials, or office supplies weighing up to approximately 25 pounds may be required.
  • Work involves sustained mental concentration, analytical reasoning, attention to detail, and problem-solving to evaluate processes, analyze data, manage projects, and support software systems.
  • Position may experience periodic workload fluctuations, competing priorities, and time pressures related to system implementations, reporting deadlines, process improvement initiatives, or operational needs.
  • Position requires discretion and adherence to confidentiality requirements when working with sensitive program, operational, and client-related information.
  • Risk of blood-borne pathogen exposure is considered low.
