Under the general direction of the Deputy Finance Director, the Staff Accountant performs advanced professional accounting, financial reporting, and analytical work in support of department-specific and countywide financial operations. This position applies governmental accounting standards, regulatory requirements, and County financial policies to ensure the accuracy, integrity, and consistency of the County’s financial systems. The Staff Accountant provides technical accounting guidance to departments, supports budgeting and audit processes, assists with financial system administration, and prepares financial analyses and reports used by County leadership and external agencies.
  • Perform advanced professional accounting, financial reporting, and analysis activities in support of department-specific and countywide financial operations, ensuring accuracy, consistency, and integrity of the County’s financial systems.
  • Apply generally accepted accounting principles (GAAP), governmental accounting standards, and applicable federal, state, and local regulations to complex accounting transactions, financial reporting, and internal controls.
  • Assist with the preparation of monthly, quarterly, and year-end financial statements, including preparing and reviewing journal entries, reconciling general ledger accounts, and supporting the preparation of the County’s Comprehensive Annual Financial Report (ACFR).
  • Develop, document, and implement consistent accounting practices and procedures across County departments in alignment with policies established by the Finance Director and Deputy Finance Director.
  • Review and evaluate County accounting systems, internal controls, and financial processes; identify risks or weaknesses and assist in developing corrective actions and process improvements.
  • Provide technical accounting guidance and support to County departments, including assistance with expenditure coding, financial compliance, budget interpretation, and resolution of accounting issues.
  • Assist departments with capital budget and annual operating budget development, including review of submissions, analysis of budget requests, and preparation or review of quarterly and annual budget variance reports.
  • Maintain and monitor fixed asset records, including coordinating periodic physical inventories, reconciling asset records, and ensure compliance with capitalization and inventory control requirements.
  • Provide functional support for the County’s financial systems, including JD Edwards or similar enterprise systems; assist with system configuration, testing, upgrades, reporting, user training, and troubleshooting as assigned.
  • Prepare financial schedules, analyses, and supporting documentation for internal management, external auditors, and regulatory agencies; support annual audits, single audit requirements, and other compliance reviews.
  • Perform financial, cost, and project-related analyses for department leaders and senior management to support decision-making, operational planning, and fiscal oversight.
  • Prepare and submit required quarterly and annual financial reports to state agencies and other external entities as assigned.
  • Assist with grant financial monitoring and reporting, including tracking expenditures, ensuring compliance with grant requirements, and providing documentation for audit purposes.
  • Apply payroll rules, labor agreements, and federal and state regulations to accounting activities related to payroll, benefits, and construction or grant-funded projects as needed.
  • Develop and maintain project budgets, job cost analyses, and related financial tracking for assigned departments or initiatives.
  • Generate monthly state, municipal, and intergovernmental invoices, statements, and reconciliations in accordance with statutory and contractual requirements.
  • Monitor and reconcile agency accounts, including patient, inmate, or custodial funds, ensuring proper accounting, safeguarding, and reporting.
  • Prepare and present financial information, reports, and analyses to County leadership, department heads, County Board Supervisors, and other stakeholders as requested.
  • Perform other related duties as assigned to support the effective and compliant operation of the Finance Department.
  • Thorough knowledge of governmental accounting principles, standards, and practices, including Generally Accepted Accounting Principles (GAAP) applicable to state and local government, and the ability to apply those standards consistently across countywide financial activities.
  • Knowledge of federal, state, and local laws, regulations, and reporting requirements affecting public-sector finance, budgeting, grants, payroll, and capital projects.
  • Strong analytical skills with the ability to research, evaluate, and reconcile complex financial data, identify discrepancies, and recommend corrective actions to ensure the accuracy and integrity of the County’s financial records.
  • Proficiency in preparing and reviewing journal entries, account reconciliations, financial statements, schedules, and supporting documentation for monthly, quarterly, and year-end reporting, audits, and the Comprehensive Annual Financial Report (ACFR).
  • Ability to provide technical accounting guidance and consultation to County departments regarding budgeting, expenditure coding, financial reporting, and compliance with established policies and accounting standards.
  • Advanced proficiency with financial and accounting software systems, including enterprise resource planning systems such as JD Edwards or similar platforms, as well as Microsoft Excel and other office applications used for financial analysis and reporting.
  • Skill in supporting financial system administration, including assisting with system configuration, upgrades, data integrity, user support, and development or delivery of training materials.
  • Ability to assist with budget development, capital project accounting, job cost analysis, and ongoing monitoring of departmental and project-level financial performance.
  • Knowledge of audit principles and practices, including the ability to support internal and external audits, grant monitoring, and single audit requirements through accurate documentation and timely reporting.
  • Strong written and verbal communication skills, including the ability to prepare clear financial reports and explain complex accounting information to County leadership, department heads, auditors, and external agencies.
  • Ability to exercise sound professional judgment, maintain confidentiality, and handle sensitive financial information with integrity and discretion.
  • Strong organizational and time management skills, including the ability to manage multiple priorities, meet strict deadlines, and work independently while collaborating effectively within the Finance Department and with other County departments.
  • Work is performed primarily in an office environment within the Finance Department.
  • Duties require frequent sitting, standing, walking, and use of a computer workstation, including repetitive keyboarding and viewing of computer screens for extended periods of time.
  • Must be able to hear and understand verbal communication in person and by telephone; must be able to speak clearly to communicate with County staff, department leadership, auditors, and external agencies.
  • Must be able to read, review, and interpret financial reports, spreadsheets, policies, and other written materials, both in paper and electronic formats.
  • May occasionally be required to lift, carry, or move office materials, files, or records weighing up to approximately 25 pounds.
  • Work involves regular interaction with others and requires the ability to concentrate, analyze detailed financial information, and meet deadlines in a professional office setting.
  • May experience periods of increased workload and time sensitivity during budget preparation, audit cycles, year-end close, and statutory reporting deadlines.

Salary : $62,067 - $72,925
