The Bangor School Department is seeking a dynamic Director of Pupil Services. The successful candidate needs to have a heart for students, strong knowledge and adherence of Special Education laws, effective interpersonal and communication skills, an attention to detail, well-developed decision-making and problem-solving abilities, effective management and supervisory skills, and a collaborative mindset.

The Director of Pupil Services is a key leadership position within the Bangor School Department, overseeing a comprehensive range of services designed to enhance the educational experience for all students from PreK through 12th grade. This role involves the leadership and management of pupil services which includes special education, counseling services, health services, psychological services, and related support systems. The Director will work collaboratively with school administrators, faculty, families, and community partners to ensure that all students have access to high-quality educational experiences and support.

Key Responsibilities

  • Leadership and Administration:
  • Provide strategic leadership for pupil services in alignment with the district’s goals and mission.
  • Oversee the development, implementation, evaluation, and budget development of pupil services programs.
  • Collaborate with school administrators to ensure compliance with federal, state, and local laws and policies related to pupil services.
  • Provides direct supervision for the Assistant Director of Pupil Services.
  • Serves as a member of the Administrative Council and District Team.
  • Program Management and Performance Duties:
  • Develops and coordinates all individual and group special education services throughout the district, establishing appropriate evaluation procedures for such services.
  • Oversees all aspects of the Bangor School Department District Individualized Education Program Team and Section 504 Team meetings.
  • Supervises Individualized Education Program Teams and Section 504 Teams in each building.
  • Serves as primary resource consultant in the area of special education to regular class teachers in such areas as interpretation of psycho-educational tests; development of diagnostic-prescriptive teaching methodologies, curriculum, and materials, and follow-up procedures.
  • Assumes responsibility for carrying out specific components of federal and state legislation relating to students with disabilities
  • Arranges transportation for students with disabilitites who attend school at regional or private special education facilities.
  • Ensure effective counseling, health, and mental health services are available to students and families.
  • Promote the integration of social-emotional learning, behavioral supports, and inclusive practices within the school environment.
  • Staff Development:
  • Recruit, train, and evaluate pupil services staff, including special education teachers, counselors, and support personnel.
  • Coordinate ongoing professional development opportunities for staff to enhance their skills and knowledge in pupil services.
  • Collaboration and Communication:
  • Foster collaborative relationships among school personnel, families, and community organizations to support student achievement and well-being.
  • Serve as a liaison between the school district and community agencies to coordinate services for students and families.
  • Communicate effectively with school and community partners about pupil services initiatives, policies, and procedures.
  • Data Management and Reporting:
  • Utilize data to assess student needs, program effectiveness, and areas for improvement within pupil services.
  • Prepare and present reports to the school board and other school partners regarding pupil services programs and outcomes.

Qualifications

  • Master’s degree in special education, school counseling, social work, or a related field; Doctorate preferred.
  • Valid state certification/license in special education.
  • Minimum of five years of experience in educational administration, pupil services, or a related field.
  • Strong understanding of federal and state regulations regarding special education and pupil services.
  • Excellent communication, interpersonal, and organizational skills.
  • Proven ability to lead and manage a diverse team and foster a collaborative work environment.

Preferred Skills

  • Experience with data-driven decision making and program evaluation.
  • Knowledge of current trends and best practices in pupil services and education.
  • Ability to engage and work with diverse populations and foster an inclusive school environment.
