Position Description:
Seeking an experienced Lead Business Analyst with deep knowledge of WIC (Women, Infants, and Children) programs to support a large public-sector modernization initiative. This expert-level role is responsible for leading business analysis activities related to a WIC Management Information System (MIS), translating existing system functionality into clear, actionable requirements, and driving technology-enabled process improvements.
The ideal candidate brings authoritative expertise in business analysis, requirements management, and systems analysis, along with experience working in regulated government environments. This role partners closely with technical teams, program leadership, and subject matter experts to plan, document, and deliver comprehensive system requirements while identifying risks, gaps, and optimization opportunities. The position operates with limited supervision and significant independence.
Key Responsibilities:
- Lead the development, execution, and management of the WIC MIS requirements documentation project plan.
- Analyze existing WIC MIS functionality and translate current-state operations into detailed business and system requirements.
- Gather, document, and validate functional and non-functional requirements aligned with federal, state, and program regulations.
- Conduct gap analyses between existing documentation and current regulatory, operational, and system requirements.
- Apply project management methodologies to ensure timely, accurate, and complete delivery of requirements artifacts.
- Identify, assess, and escalate project risks, issues, and dependencies; track milestones and report status to stakeholders.
- Provide guidance and direction to business analysts and subject matter experts throughout the requirements lifecycle.
- Collaborate closely with technical and non-technical stakeholders to secure consensus, prioritization, and formal sign-off.
- Perform cost/benefit analysis, ROI evaluation, and buy-versus-build assessments to support solution recommendations.
- Develop and maintain comprehensive documentation of user needs, system functionality, and development steps.
- Support additional program initiatives and duties as required.
Required Skills/Education:
- 10 years of experience performing business analysis, including requirements elicitation, documentation, and validation.
- 10 years of experience applying formal project management frameworks.
- 10 years of experience supporting large-scale IT systems and enterprise environments.
- Extensive experience defining functional and non-functional requirements, specifications, and related deliverables.
- Strong experience ensuring accuracy in documenting system functionality and regulatory or compliance requirements.
- Proven ability to create clear, complete, and actionable requirements documentation.
- Exceptional interpersonal, communication, and negotiation skills, with experience working across all organizational levels.
Preferred Qualifications:
- Experience supporting WIC programs, WIC MIS systems, or similar public health or human services systems.
- Experience working within government regulatory or compliance frameworks.
- Experience leading teams, workgroups, or cross-functional initiatives.
- Experience interpreting policies and translating regulatory requirements into system requirements.
- Hands-on experience with requirements elicitation techniques, including reverse-engineering existing MIS functionality.
- Bachelor’s degree in business, communications, computer science, information systems, MIS, or a related field.
- Business Analysis certification such as PMI-PBA, IIBA CBAP, or similar (or actively pursuing).
