The Administrative Services Division provides centralized fiscal, budget, procurement, contract administration, and operational support to ensure the Agency¿s programs and statutory responsibilities are carried out efficiently, transparently, and in compliance with state requirements, with the Purchasing function specifically responsible for coordinating agency-wide procurement activities, contract processing, and asset accountability in support of all operational divisions.

Why does the job exist?
This position exists to supervise and coordinate the Agency's centralized purchasing and procurement activities to ensure the timely acquisition of goods, services, equipment, and contractual support in compliance with applicable procurement laws, regulations, and internal policies. The position is necessary to provide direct oversight of purchasing staff, formal solicitations, contract administration, vendor relations, and internal procurement controls while promoting consistency, fiscal accountability, and operational efficiency across the Agency. This role also serves to reduce procurement risk, maintain audit readiness, and ensure that purchasing functions are carried out in a transparent and legally compliant manner in support of agency operations.How does it get done?
Coordinates and administers the Agency's purchasing and procurement functions by conducting the full range of procurement methods in accordance with the New Mexico Procurement Code, State Purchasing Division requirements, and internal agency procedures. This includes small purchases, Invitations to Bid, Requests for Proposals, sole source procurements, contractual service agreements, and asset management activities necessary to support agency operations.Works with division managers, program staff, vendors, and oversight entities to develop scopes of work, determine the appropriate procurement or contract method, prepare solicitation and contract documents, obtain required approvals, and ensure procurement actions are completed timely, accurately, and in compliance with applicable requirements. Reviews procurement files, contracts, purchasing records, and asset documentation to ensure proper internal controls, audit accountability, and adherence to state and federal regulations.
Directly assigns, supervises, and evaluates the work of assigned procurement staff, including training, performance management, workload oversight, and employee development. Provides technical guidance, resolves procurement issues, analyzes operational needs, makes informed decisions, and maintains effective communication and coordination across agency divisions to ensure purchasing objectives and organizational deadlines are met.
Who are the customers?
This position provides procurement and purchasing support to all internal divisions of the New Mexico Secretary of State, including executive management, program managers, fiscal staff, elections, business services, and information technology personnel requiring goods, services, equipment, and contractual procurements. External customers include vendors, contractors, and oversight agencies such as the New Mexico General Services Department State Purchasing Division and the New Mexico Department of Finance and Administration that rely on accurate, timely, and compliant procurement documentation and purchasing processes.Ideal Candidate
The ideal candidate will possess working knowledge of the New Mexico Procurement Code, public purchasing procedures, contract administration, and state procurement compliance requirements. Experience coordinating procurement actions, preparing and reviewing solicitation and contract documents, and ensuring purchasing transactions are completed accurately and within required deadlines is highly desirable.The ideal candidate should also have experience utilizing Oracle-based financial software, SHARE Financials, or similar automated procurement systems, along with advanced proficiency in Microsoft Excel for tracking, reporting, and record management. Strong organizational, analytical, communication, and problem-solving skills are essential, as well as the ability to manage multiple priorities and provide lead or supervisory oversight in a deadline-driven work environment.
Preferred Qualifications
Certification as a Certified Procurement Officer (CPO), Certified Professional Public Buyer (CPPB), or other recognized public procurement certification is preferred.
Minimum Qualification
Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current State of New Mexico Defensive Driving Course Certificate or obtain certification within six (6) months of date of hire as a condition of continued employment.Working Conditions
Work is performed in an office setting with exposure to Visual-video Display Terminal) and extensive personal computer and phone usage; use of standard office equipment - fax, copier, scanner. This position may be required to file. Occasionally bending stooping, sitting, standing. Ability to lift up to 25 lbs. Some seasonal overtime is required.Supplemental Information
