The Secretary of State is comprised of the Business Services division, and Bureau of Elections. Business
services are responsible for business formations which include corporation and LLC formations. The Bureau of
Elections are responsible for all programs and systems required to administer statewide elections in compliance
with the state Election Code.
The Senior Training and Development Coordinator Officer position is within the Bureau of Elections (BOE), and is responsible for BOE related training materials, guidance, and instruction activities related to State and Federal compliance and ethics to include process development and systems improvements applicable both internally and externally.

The position will work with a broad constituency including county clerks and their staff, political candidates, members of the general public and work in a team environment supporting the mission of the BOE. A selected candidate will also develop curriculum and deliver training materials to various audiences.How does it get done?
Position is responsible for administering the Election Code, government ethics in accordance with state and federal law and maintaining and providing access to the laws, official acts, and other instruments vital to the efficient operation of election administrationDevelop goals, objectives and resulting policy statements for training activities to include a schedule forecasting annual training obligations within every election cycle for bureau of elections preparedness and external stakeholder awareness. Schedule and deliver all developed training presentations in person through webinar and other technology applications. Prepare instruction manuals, standard operating procedures and curricula aligning with all developed training provided by the office for internal and external stakeholders. Develop and prepare evaluation and assessment instruments to assess effectiveness of training programs, training guidance to measure the value of trainings prioritized and administered by the BOE. Lead and coordinate training opportunities with in-house or contract training personnel. Identify and prepare the budgetary needs for administering training and outcome measurements.

A candidate with excellent writing and oral communication skills, knowledge of principles and methods for curriculum and training, design, teaching and instruction for individuals and groups, and the measurement of training effects; as well as using utilize critical thinking skills and job knowledge to accurately compile, develop and review training content and all other job tasks. A candidate will act with a high degree of independence with managing work priorities, independently and accurately completing tasks, and communicating with management on issues, tasks and work status. A candidate must prioritize multiple tasks and assignments and provide timely turnaround and occasionally same day, for all training requests. A successful candidate is well organized and self-driven.Minimum Qualification
Bachelor's Degree in any field and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current State of New Mexico Defensive Driving Course Certificate or obtain certification within six (6) months of date of hire as a condition of continued employment.Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift up to 30 lbsSupplemental Information
