Position Description
Responsible for directing all activities associated with the inspection and maintenance of Santee Cooper's state-wide network of transmission lines, including rights-of-way, to ensure safe and reliable electric service to our customers. Responsible for overseeing the capital corrective maintenance and targeted maintenance programs. Responsible for overseeing the right-of-way vegetation management program and ensuring NERC compliance. Coordinates with Energy Control Center, staff, customers and higher levels of management during emergency operations in the event of a disaster or other outage to the bulk transmission system.

Primary Focus Areas For This Position
- Safety. Must be fully engaged with crew makeup, work, processes and procedures, and place heavy focus on human performance and proper training.
- Reliability. Must be fully engaged with asset management and grid hardening, ensuring corrective and targeted maintenance occurs with focus on moving into predictive and proactive maintenance.
- Customer Service. Must be fully engaged with Central Electric Power Cooperative Inc., SC Electric Cooperative, Industrial, and other customers and stakeholders. Must be adaptable and able to pivot and fill in as needed when corporate needs arise to represent the department, Power Delivery, Operations and/or the Company.
- Availability. Must be available 24 x 7 and be engaged with ongoing work on the system, and operations and events across the system. Must demonstrate deep care about what's happening on the bulk electric system. Must be interested to understand events and conduct post event investigations and follow-ups to ensure continuous improvement in emergency response and system resiliency.
- Budget. Must understand the critical and expeditious nature required to responsibly spend capital and O&M budget and make real investments in the bulk electric system, tools, fleets, facilities and personnel.
- Leadership Skills. Must exhibit mental and emotional toughness, have good interpersonal skills, have great communication skills, and have the ability to pivot and adapt in a fast-paced and changing environment. Must be a quick thinker and a quick learner and have a solutions mindset. Must be able to manage up, down and horizontally.
Essential Job Tasks
- Ensures safety is #1 and is reflected in departmental culture. Ensures technical training is up-to-date and is applicable and prioritized.
- Plans, directs and oversees the functional operations and maintenance strategies of Transmission Lines (Northern, Central, and Southern Transmission Areas) and Right-of-Way Management work groups, emphasizing safety and industry best practices. Oversees the use of maintenance contractors on lines and rights-of-way in conjunction with in-house resources.
- Develops and monitors annual capital and O&M budget that will support all planned maintenance and/or operational responsibilities. Develops and utilizes Key Performance Indicators and metrics for major maintenance activities to track performance.
- Ensures that corrective, targeted, and preventive maintenance programs are executed efficiently on all transmission lines and rights-of-way to provide customers with a reliable transmission system. Ensures that construction and maintenance projects are accomplished on schedule and within budget targets, providing all as-built and attribute information into the asset management program and supporting applications (Maximo, GIS, etc.). Utilize the asset management program to plan and execute maintenance. Work with other units in the department to ensure the Maximo and GIS data is accurate and updated/as-built.
- Ensures that the Vegetation Management Program meets or exceeds FAC-003 NERC Standards and that the program is effective for all transmission facilities to provide our customers with a reliable transmission system.
- Ensures that the necessary resources, manpower and equipment are available to maintain the bulk transmission system utilizing prudent and best utility practices. Evaluate and pilot alternative maintenance strategies, new tools and equipment, and innovative technologies. Think and plan for the future system needs. Develop and implement A-I and drone technology.
- Provide "plus 1" customer service and maintain operational service relations with Central Electric Power Cooperative Inc. and its 14 member Cooperatives, Santee Cooper Distribution, municipalities, government installations, and the industrial customers connected to the bulk transmission system. Assists in resolving operating problems with all customers directly served from the transmission system.
- Directs emergency disaster operations for the combined Santee Cooper / Central transmission lines in conjunction with the Emergency Action Plan for Power System Disasters. Represents Power Delivery on the Corporate EAP Committee.
- Participates in industry utility peer groups such as North American Transmission Forum (NATF), Association of Edison Illuminating Companies (AEIC), etc. Routinely benchmarks against other utilities to ensure best practices and measure performance.
- Bachelor's Degree in Electrical, Mechanical or Civil Engineering from an EAC/ABET accredited university or college 10 years experience or Master's Degree 8 years experience required.
- Experience in Transmission and/or Distribution Operations or Design is preferred.
- Supervisory or managerial experience required.
- PE license is required.
