The Human Resource Manager coordinates and manages the overall provision of Human Resources services, policies and programs. The Human Resource Manager oversees performance management, compliance with regulatory requirements, policy development, employee/labor relations, compensation and benefits. The Human Resource Manager is responsible to develop metrics that support the achievement of the organizations business goals.
PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS
Job duties specific to Human Resource functions:
- Oversees and manages the work of Human Resource direct reports and encourages ongoing career and professional development.
- Assists in developing and monitoring the annual HR budget
- Works collaboratively with HR consultants, attorneys and Benefits Administrator to assist when needed the use of insurance brokers, insurance carriers, pension administrators and other outside resources.
- Assists the VP of HR with the development of department goals, objectives and systems.
- Establishes HR departmental measurements that support department and organizational goals and reports the departmental performance indicators
- Completes regulatory reports to include but not limited to: Affirmative Action, EEO1, Vets 100, 5500 forms, 1095c’s and annual employee notices.
- Effectively develops and implements department policies and procedures. Ensures that they are consistent with hospital policies.
- Achieves positive results in all reviews done by accrediting, governmental review and managed care organizations to which the hospital is responsible.
- Monitors quality indicators for dashboard metrics and other selected benchmarks in a format that allows for ease of analysis and process improvement.
- Ensures that all performance appraisals in area(s) of responsibility are completed accurately, thoroughly, fairly and in support of organizational philosophy and goals, and are submitted by due date.
- Periodically reviews and analyzes department and/or team workflow and makes adjustments to maximize productivity and improve customer service.
- Effectively oversees preparations for surveys, administrative review and/or peer reviews and maintain standards and procedures, which comply with licensure and accreditation requirements. Takes corrective action required as a result of survey/review findings.
Job duties specific to Employee and Labor Relations functions:
- Conducts investigations when employee complaints or concerns are brought forth, when needed.
- Monitors and advises managers and supervisors in the progressive discipline process. Monitors the implementation of performance improvement plans for employees that are non-performing.
- Reviews, guides and approves recommendations for employment terminations
- Partners with management to communicate Human Resource policies, procedures, programs and the law.
- Responds to labor union grievances and provides coaching to managers when responding to step 1 grievances.
- Coordinates with legal counsel on legal problems, lawsuits and compliance issues.
- Oversees the unemployment hearing process and serves as the employer representative.
- Participates in union negotiations and administers union contract, acting as primary management liaison to union representatives.
- Discusses and effectively resolves employee relations’ issues, including grievances as appropriate, according to established HR procedures.
Job duties specific to Compensation and Benefits functions:
- Supports the development of the organization’s compensation strategy and structure to ensure market competitiveness.
- Monitors all pay practices and systems for effectiveness and cost containment.
- Recommends equity changes and special compensation systems.
- Participates in benefits, annual re-enrollment process and communication, ongoing overview with new employee enrollment, and employee status changes.
- Assists in obtaining and analyzing quotes for all benefits plan on a periodic or as needed basis to ensure competitive pricing and desired specifications. Oversees annual pricing of benefit plans, particularly health insurance, and makes recommendations for any adjustments.
- Conducts compensation and benefit surveys as necessary. Provides analysis and recommends changes as appropriate.
- Oversees processing of documents necessary for implementation of various compensation and benefit programs and ensures that the necessary records are maintained.

QUALIFICATIONS
Bachelor’s degree from an accredited institution, in relevant field, with three (3) years of appropriate professional experience preferred, or an Associate’s degree and five years of related professional experience preferred, or High School diploma and at least fifteen (15) years of general Human Resources experience required. PHR, SPHR, SRHM-CP preferred. Healthcare experience preferred. Experience in employee benefits administration and self-funded plan designs preferred. Knowledge of regulatory compliance requirements, including COBRA, HIPPA, IRS, ERISA, JCAHO, FMLA, Affirmative Action, Vets100, EEO 1 and disability.
PHYSICAL REQUIREMENTS
- Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
- Ability to perform the essential duties of this job.
