Position Summary: Provides administrative and technical services supporting public inquiries, land and mineral records, financial data accuracy, monetary transaction processing, and workload reporting. The specialist serves as a professional, public-facing resource while maintaining accurate, auditable records and safeguarding information and property.
Essential Duties and Responsibilities
- Respond to information requests from walk-in, telephone, electronic, and regular mail customers.
- Provide on-the-job training and user assistance to Information Access Center (IAC) employees and the public in accessing and retrieving land and mineral records, including LR2000, land status and patent records, Case Recordation, the Mining Claim Recordation System, and the Mining Claim Imaging System.
- Identify and correct inaccurate data in the Collections and Billings System (CBS).
- Process applications and service requests by reviewing forms for accuracy and compliance with regulations, policy, and procedures.
- Recommend improvements to accounting and collections procedures and provide technical and administrative guidance on financial record activities.
- Monitor and report on the status and progress of work, ensuring priorities, methods, deadlines, and quality standards are met.
- Handle complex inquiries, coordinate projects, develop information packages, and manage difficult visitors or callers.
- Serve as a teller for the receipt, disbursement, examination, custody, and clerical processing of cash items.
- Process monetary transactions (cash, checks, credit cards) over a public counter using automated monetary accountability controls.
- Process incoming and outgoing mail, including facsimile and electronic messages and special delivery services, and track receipts, print orders, and related duties.
- Create, maintain, retrieve, and properly handle official Land and Mineral case files and mining files.
- Prepare and submit quarterly progress reports within 30 days of each calendar quarter's end.
- Identify himself or herself as a contractor and mark all work products accordingly.
Required Qualifications
- Experience and knowledge equivalent to a GS-07 Step 3 level in administrative and technical support.
- Proficiency with automated data systems, spreadsheets, database management, electronic calendars, and correspondence and scheduling tools.
- Strong customer service, written and verbal communication, accuracy, and attention to detail.
- Experience handling monetary transactions and maintaining accountability controls.
- Ability to obtain and maintain an HSPD-12 Personal Identity Verification (PIV) credential, including a favorable National Criminal History Check.
- Ability to pass a financial and credit suitability review.
Preferred Qualifications
- Prior experience with federal land and mineral records systems (LR2000, Case Recordation, Mining Claim systems, CBS).
- Familiarity with federal records management, teller and cash-handling procedures, and quality control processes.
Security and Suitability Requirements
- Must obtain a PIV credential before unsupervised access to facilities or information systems.
- Must complete required forms (SF-85 or SF-85P, OF-306, Release to Obtain Credit Information, PIV application) and submit requested documentation within 10 workdays.
Physical Requirements
- Must be able to safely bend, lift, and carry items weighing up to approximately 60 pounds on an ongoing basis.
Work Environment
- Work is performed on-site using furnished workspace, equipment, and systems.
- Smoking is prohibited inside the facility. The specialist must comply with all applicable safety, health, fire protection, and security policies.
