Population Focused Program Coordinator

RAMS Asian & Pacific Islander Mental Health Collaborative (APIMHC)


Funded by SFDPH-BHS-MHSA, APIHPC is in its fifth year of providing population focused prevention and early intervention services to the under-served and under-represented Asian and Pacific Islander communities in San Francisco. RAMS partners with three work groups and six community organizations to outreach, engage and provide screening/assessment/early intervention services to the communities.

Position Summary: Under the direction of the Program Manager, the Program Coordinator supports and coordinates the day-to-day operations, planning, implementation, data collection, evaluation, reporting, and administrative functions of assigned RAMS programs. The position supports contract deliverables, partner coordination, database and records management, quality improvement activities, and communication with funders, community partners, staff, and other stakeholders.

Essential Duties: 

  • Coordinate and support day-to-day program operations to ensure effective service delivery and completion of program objectives.
  • Assist the Program Manager with program planning, development, implementation, evaluation, and continuous quality improvement activities.
  • Support contract deliverables, including tracking objectives, timelines, service delivery requirements, outcomes, and required reporting.
  • Maintain program databases, including data entry, database management, survey/results tracking, quality review, and generation of reports as needed.
  • Prepare and assist with program-related reports, feedback surveys, progress reports, correspondence, memos, documentation, and other required paperwork.
  • Provide administrative coordination, filing, recordkeeping, organization, and documentation support for the program.
  • Coordinate with partner organizations, subcontractors, community providers, and stakeholders regarding service delivery, reporting, contract completion, and program activities.
  • Serve as a liaison, as assigned, with funders, community service providers, coalition partners, and other stakeholders.
  • Support budget, invoicing, expenditure tracking, and other financial or administrative processes as assigned.
  • Support supervision and coordination of non-clinical staff or administrative functions as assigned by the Program Manager.
  • Assist with outreach, engagement, prevention/early intervention, community education, and culturally responsive program activities as applicable.
  • Participate in meetings, trainings, professional development activities, and program-related events as required.
  • Perform other duties as needed to facilitate effective program operations and as assigned by the Program Manager.

Minimum Qualifications: 

  • Bachelor’s degree in psychology, social work, public health, health care management, business administration, computer science, or a related field preferred; equivalent education and relevant experience may be considered depending on program needs.
  • Demonstrated experience supporting or coordinating human services, behavioral health, public health, prevention/early intervention, community-based, or non-profit programs.
  • Experience with computers, database management and maintenance, data entry, database queries, and report generation; proficiency with Microsoft Word, Excel, PowerPoint, and related office applications required.
  • Strong organizational skills, attention to detail, accuracy, analytical thinking, and ability to manage multiple administrative and program priorities.
  • Strong interpersonal and communication skills with the ability to work effectively and professionally with diverse, multicultural, and interdisciplinary staff, partner agencies, community members, and stakeholders.
  • Ability to function independently, follow through on assignments, meet deadlines, and maintain appropriate confidentiality and professional boundaries.
  • Commitment to the philosophy, goals, and mission of RAMS, including culturally competent, community-based behavioral health services.

Preferred Qualifications: 

  • Master’s degree in public health, management, mental health, or a related field.
  • Experience in administrative management of a human service program, including program planning, operations, utilization review, quality improvement, data collection and analysis, and partner coordination.
  • Experience with budget preparation, expenditure authorization, invoicing, billing, HIPAA standards, data management, and utilization review.
  • Familiarity with community mental health, behavioral health, public health, prevention/early intervention services, and other health and human services systems.
  • Experience working with multicultural communities and programs whose populations closely reflect those served by RAMS.
  • Strong connection to Asian, Pacific Islander, Native Hawaiian, immigrant, refugee, or other underserved communities, as applicable to the assigned program.
  • Bilingual and/or biliterate ability in English and a relevant community language, including Asian or Pacific Islander languages, preferred depending on program needs.
  • Experience working in a non-profit, academic, community behavioral health, or public health office environment.
  • Familiarity with prevention/early intervention outcome measures and program evaluation tools.
  • Ability and willingness to engage in professional development activities, trainings, continuing education seminars, case conferences, and review of current materials related to populations served by RAMS.

Salary : $71,984 - $85,953
