Salary: $69,888.00 - $74,256.00 Annually DOE / Additional Differentials Must Qualify

Pay Differentials Offered (must qualify through testing or verification):
- Language Translation - Bi-cultural Spanish: $1.00 per hour
- Bimodal Bilingualism - ASL Sign Language: $1.00 per hour
- Bimodal Multilingualism - ASL Sign Language: $2.00 per hour
Overview:
Responsible for overseeing the Youth Resource Center’s partner coalition and Youth Leadership Board, as well as coordinating on-site activities, schedules, and services for transition-age youth (ages 15–25). Provides leadership, training, and guidance to support counselors and professional staff in the delivery of counseling, educational, and vocational services. Manages the NEST residential program and ensures the seamless integration of behavioral health services across both programs. Oversees the intake, referral, and monitoring process to ensure timely and appropriate client support. Provides direct assistance to the public, with a focus on serving unhoused and vulnerable populations experiencing mental health and substance use challenges.
Key Responsibilities:
Youth Resource Center (YRC):
- Lead the Coalition Partnership and Youth Advisory Council, including planning, convening, and reporting.
- Develop and oversee monthly program activities in collaboration with staff and youth leaders.
- Promote the Harbor through community outreach, partnership development, and on-site programming.
- Supervise data collection, reporting, and curriculum development for workshops and services.
- Provide individual and group counseling and support.
- Identify grant opportunities; support grant writing, budgeting, and funder reporting.
- Maintain program budgets and supervise interns and Cooperative Work Experience placements.
- Oversee implementation of Behavioral Health and Enhanced Care Management services.
NEST Program:
- Supervise program staff, ensuring effective operations, safety, and service coordination.
- Support case management and family services, including development of safety plans.
- Coordinate logistics between housing providers and agency partners.
- Ensure compliance with equity standards and Housing First principles.
- Oversee delivery of Behavioral Health Services within the program.
Education & Qualifications:
- Associate’s degree; or one to two years related experience and/or training; or equivalent combination of education and experience.
Conditions of Employment:
- Must possess a valid CA Driver’s License, current auto insurance, and a clean DMV printout (no more than 3 points).
- Must pass a clear background check with CACI, DOJ & FBI.
- CPR and First Aid Certified.
- TB Exam and Physical at the time of employment.
Other Requirements
- Driving is a required function of this position, both company and personal vehicles. Employees must use a personal vehicle that meets all agency requirements, including maintaining liability insurance that meets or exceeds state requirements.
- Employees are responsible for ensuring the timely renewal of their vehicle insurance policies and providing updated documentation to the agency to remain in good standing and compliant with position requirements.
On-Call Rotation Responsibilities:
- Participate in the program’s on-call rotation.
- Commit to a minimum of one weekend per month.
- Sign and adhere to the on-call agreement.
- Develop and maintain the on-call schedule for the program.
Training Provided:
- Comprehensive onboarding including CPR/First Aid, Crisis Communication/Pro-ACT, Trauma-Informed Care, Motivational Interviewing, and Collaborative Problem Solving.
