We are seeking a Fraud Prevention Manager (IT Manager I) to lead and advance our fraud prevention program—protecting member benefits while strengthening trust in every interaction. This is a high-impact leadership position at the forefront of cybersecurity, digital identity, and customer protection. In this role, you will shape how we detect, prevent, and respond to fraud across digital channels, contact centers, and emerging service platforms. From influencing enterprise strategy to guiding real-time response to fraud incidents, your work will play a direct role in protecting the pension benefits of our members.

Telework Information: This position is eligible for a hybrid work schedule, with up to two days of remote work and three days or more onsite, per week.

Sponsorship: This position is not eligible for visa sponsorship. Applicants must be authorized to work in the United States without the need for visa sponsorship. CalPERS does not participate in E-Verify for employment authorization purposes.

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

  • This position is designated as office-centered and works primarily onsite at the Sacramento, CA -Headquarters at least three weekdays.

Statement of Qualifications

Please provide a Statement of Qualifications (SOQ) for the hiring manager’s review. Applications received without an SOQ or those that do not respond to the specific questions below will not be considered.

The SOQ must be typed, titled “Statement of Qualifications,” and each response must list all relevant experience, education, and training, including duties performed. The SOQ must not exceed two pages in length.
  1. Describe your experience designing, implementing, or maturing a fraud prevention program. In your response, address how you: • Assessed fraud risks (e.g., account creation, account takeover, identity fraud, or payment fraud) • Prioritized and implemented controls (policy, process, and technology) • Established governance, metrics, and reporting to measure effectiveness • Ensured alignment with organizational priorities, particularly the protection of customer or member benefits.
  2. Provide a specific example demonstrating your use of technology, data, and analytics to detect and prevent fraud. Include: • Tools or platforms used (e.g., fraud detection systems, bot mitigation, identity verification, behavioral analytics) • How you leveraged data to identify anomalies or suspicious patterns • Your role in incident response, investigation, and resolution • Measurable results (e.g., reduction in fraud losses, improved detection rates, or enhanced user protection).


Minimum Qualifications

All experience and education relating to the Minimum Qualifications (MQs) listed on the Classification Specification should be included in your application package to clearly demonstrate how you meet the MQs for this position. If you are using education to meet MQs, please include your transcripts with your application package. If you have a degree from outside of the United States, you must submit an evaluation of this degree to determine the US equivalency.
