Construction Permitting Specialist

Location: Denver, Colorado

Employment Type: Full time (12 month contract to hire)

About the Role

We are seeking a detail-oriented Construction Permitting Specialist to join the TCLO project team. Reporting directly to the Construction Permitting Lead, this role will play a critical part in the successful delivery of projects from inception through completion. The ideal candidate will support front-end permitting activities, assist with mid-project changes, and contribute to final permit closeout, ensuring a seamless and efficient permitting process.

This position offers the opportunity to collaborate across multiple disciplines, work with regulatory agencies, and support complex infrastructure and construction projects.

Key Responsibilities

Research and Analysis

  • Assist in developing the Preliminary Permit Matrix (PPM) and Preliminary Land Rights Matrix (PLRM)
  • Conduct desktop reviews of project plans to define project footprints and identify permitting requirements
  • Research federal, state, and local regulatory requirements and applicable permitting processes
  • Identify required permits such as utility installation permits, temporary construction access permits, ROW permits, land use permits, and environmental permits
  • Coordinate with civil, foundation, line, and restoration teams to gather construction details and project updates

Documentation and Permitting

  • Prepare and draft construction permit packages for review by the Construction Permitting Lead
  • Submit permit packages to regulatory agencies and jurisdictions
  • Track permit status and maintain communication with approving authorities
  • Assist in coordinating approvals for access, road crossings, and right-of-way occupancy
  • Support preparation of final permit packages for submission and project closeout

Data and Field Support

  • Maintain and update project information within ArcGIS Online (AGO)
  • Track permit requirements, status updates, and spatial data information
  • Attend field reviews and site visits to gather data and support constructability assessments
  • Support change management by tracking modifications to construction plans and permit requirements

Coordination

  • Support communication and coordination between project stakeholders and regulatory agencies
  • Assist in facilitating project meetings and documentation of action items
  • Support permit and agreement closeout activities upon completion of construction

Qualifications

  • Experience in construction permitting, land development, utilities, or infrastructure projects
  • Familiarity with federal, state, and local permitting processes
  • Experience using ArcGIS Online or GIS-based platforms preferred
  • Strong research, documentation, and organizational skills
  • Ability to manage multiple projects and deadlines simultaneously
  • Strong communication and stakeholder coordination skills

Preferred Qualifications

  • Experience working on utility, transmission, or infrastructure projects
  • Knowledge of right-of-way, land rights, or environmental permitting
  • Experience coordinating with regulatory agencies and local jurisdictions
  • Bachelor's degree in Planning, Engineering, Environmental Science, GIS, or related field preferred
