- Lead, plan, organize, and oversee all activities of the Engineering Services department
- Direct capital improvement programs (CIP), infrastructure projects, and asset management initiatives
- Develop and implement strategic and tactical plans aligned with organizational goals
- Manage engineering design, construction, inspection, and project execution from concept to completion
- Review and approve engineering reports, designs, drawings, specifications, and cost estimates
- Oversee consultants, contractors, and project teams to ensure quality and compliance
- Resolve engineering, design, and construction-related issues
- Develop departmental goals, performance metrics, and process improvements
- Lead hiring, training, performance management, and workforce planning initiatives
- Manage departmental operating and capital budgets, including forecasting and cost control
- Coordinate with external agencies, regulatory bodies, and stakeholders on infrastructure and project matters
- Prepare and manage RFPs, contracts, and procurement processes
- Provide technical guidance and support to internal departments
- Monitor industry trends, regulations, and technologies to ensure best practices
- Present technical reports and updates to executive leadership and governing bodies
- Ensure compliance with local, state, and federal engineering standards and regulations
- Bachelor's degree in Civil, Environmental, Chemical, Mechanical Engineering, or a related field
- Degree from an accredited engineering program preferred
- Professional Engineer (P.E.) license required
- Valid driver's license or ability to travel as needed
- Experience Requirements
- Minimum 12 years of progressive engineering experience
- At least 5 years of experience managing capital improvement projects (CIP)
- Experience in design and construction of wastewater, water, or related infrastructure systems preferred
- Proven leadership experience managing teams, consultants, and large-scale projects
- Physical & Work Requirements
- Primarily office-based with occasional field visits to project sites
- Ability to operate standard office equipment and travel as needed
- Capability to perform site inspections, including walking, climbing, and light physical activity
- Strong analytical, communication, and multitasking abilities in a fast-paced environment
